HomeMy WebLinkAbout02-14-2017 FAC Reg Mtg MinutesFINE ARTS COMMISSION MINUTES FOR TUESDAY, FEBRUARY 14, 2017 In Attendance: Gigi Hanna, City Clerk Commissioners: Dorothy Garcia, Chairperson; Deborah Bunger; Joyce Seeger; Bronica Taylor; Michael Segura; Barbara Babcock Absent: Gil Botello; Donna Howard Guests: Juan Castor; Richard Castor; Michael Castor, owners /operators /artists of WestKoast Graphics Meeting called to order by Chairperson Garcia on Tuesday, February 14, 2017 at 4:08 p.m. in the MIC Conference Room, 6th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS Rosa Parks Statue Update: - Commissioner Taylor apologized for not getting the tour to the foundry to view the Rosa Parks Statue organized for the 13th; but will be happy to organize it for another day. The Westside Action Group (WAG) has committed $200.00 to the completion of the project; Inland Empire Concerned African - American Churches has not gotten back in touch with Commissioner Taylor about how much they are contributing. - Commissioner Babcock suggested that Rialto Mayor Deborah Robertson also be contacted as she seems more than willing to help. - Projected installation date of the Rosa Parks statue is Jan /Feb 2018. - Assembly member Reyes has told City Clerk Hanna that funding the statue is number one on her funding requests. - Congressman Aguilar has not yet returned any of City Clerk Hanna's calls; but he is probably very busy just now. She will keep trying to reach him. - Artist Patrick Jewett has said to City Clerk Hanna that the amount needed is now down to about $16,000.00 as he has received some donations. She would like to see the actual numbers. - City Clerk Hanna would also like to know how donors will be acknowledged. Commissioner Taylor will look into that. Other Announcements: - Deadline to enter National Orange Show is March 13, 2017. Page 1 Fine Arts Commission meeting of February 14, 2017. APPROVAL OF MINUTES A motion was made by Commissioner Bunger to approve the Minutes of the Regular meeting held January 10, 2017. The motion was seconded by Commissioner Segura. The Motion passed. Old Business 1. Fish Eyes — The group is now saying they would like to come in May. There is still no location set. 2. Panes of Joy — Mika Escamilla's display has been taken down from one of the buildings by contractor since the building was sold; new owner will return pictures to Newspaper office (they are a little bent). The display in the Andreson building is still up. 3. Grants a. Scoring Rubric - A motion was made by Commissioner Bunger to accept the evaluation form with the change of eliminating the Chart from the Scoring Rubric as discussed. Commissioner Babcock seconded the motion. The motion passed. b. Distribution to Commissioners - The City Clerk's office will aim for having the packets ready to pick up by late afternoon on Thursday, February 17, 2017 or at the latest early the following Tuesday (City Hall will be closed on Monday, February 20 for President's day). c. March 4t" - Schedule - The interviews will take place between 8:00 a.m. and 4:00 p.m. 4. Art Night Information - Screening of Arts applicants was done by Chairperson Garcia, Commissioner Segura, Commissioner Bunger and Danielle Wallis and Dr. Anne Viricel. Dr. Viricel also screened the musical applicants. - Regarding Nudity: Mark Persico (who is the final arbiter) is okay with nude statues being displayed. Also — body painting may only be done on models brought by the Artist and not on anyone from the public. - Rate for Business licenses for Artists is only $7.50 per day. - There has been some confusion regarding the deadline for artists to apply and whether it was extended or not. If anyone has questions it is probably best to refer them to Community Development. New Business Participation on Art Place grant application - Hope Through Housing is looking to turn in an application for an Art Place Grant and would like a letter of support from the Fine Arts Commission. Page 2 Fine Arts Commission meeting of February 14, 2017. - City Clerk Hanna will talk to the City Attorney's Office regarding this since this would create a precedent for other grants applicants and perhaps an ethical dilemma for the Commission, which is an advisory body. PUBLIC COMMENTS Juan Castor talked about an upcoming art walk style event in front of his business (West Koast Graphics) at Mill and G St. that he and his sons are working on organizing. The Commission encouraged them to talk to Community Development and see if there was any way possible that they might be able to participate in Art Night. ADJOURNMENT The meeting was adjourned by Chairperson Dorothy Garcia at 5:15 p.m. The next meeting for the Fine Arts Commission will be a Special Meeting to interview Grants applicants on Saturday, March 04, 2017 at 8:00 a.m. in the City Hall MIC Conference room on the 6th floor.
