MINUTES FOR TUESDAY, JANUARY 10, 2017

Meeting called to order by Chairperson Garcia on Tuesday, January 10, 2017 at
4:05 p.m. in the MIC Conference Room, 6th Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Michael Segura announced that the "Spirits and Arts" event is back on January 27 at
the Garcia Center for the Arts; He has other events coming up as well but will email
them out to the other commissioners.
Community Hospital will be having a community prayer on the Last Thursday of this
month.
Folk singers have four guitar players and one piano player and are going strong.
Block printing class at Garcia Center starts January 14.
APPROVAL OF MINUTES
A motion was made by Gil Botello to approve the Minutes of
December 13, 2016. The motion was seconded by Bronica Taylor. The Motion passed.
GUEST SPEAKERS
1. Sandra Espadas, Hope Through Housing Foundation (Valencia Vistas)
Ms. Espadas spoke about the Arrowhead Grove (former Waterman Gardens). The
Valencia Vistas (phase 1) and Olive Meadow (phase II — which is projected to be
completed in September) are a project aimed at rebranding the property and
bringing a new perspective to the community. The Foundation is working hard to
integrate the Arts into the Property and the Project, including having various

musical instruments distributed around the property to be interacted with, and to
have classes for the resident children in how to play them; and an amphitheater for
potential Arts performances, especially in collaboration with the local elementary
school; and large raised beds /planting boxes for a community garden.
They are also envisioning a Community Center.
The Commission encouraged Ms. Espadas to submit an application for a Fine Arts
Grant, possibly in partnership with E. Neal Roberts elementary school or CSUSB
for someone to come to the property for Art Education or Mural creation, etc.
2. David Williams, Untapped Hip Hop
His group has a skeleton of a plan for wrapping the Burrtec trash bins with artwork.
He is working on creating a process for the Artists to submit their proposed works
for possible jurying, possible assignment of geographical areas by ward and
determining which areas /businesses should be designated for the works to be put
into place on their trash bins.
It was suggested to him that he also contact the Neighborhood Association
Council that meets at 8:00 the first Saturday of every month at the Emmanuel
United Methodist Church, 3310 N. G St, as the Neighborhood Associations might
be both a place for the artists to submit proposals and as supportive persons to
help get the word out about the project and send out the call for artists.
To connect with businesses, it was suggested that he attend the weekly Weds.
morning "Koffee Klatch" at 7:30 a.m. at the Chamber of Commerce, 546 W. 6t" St.
or contact the Black Chamber of Commerce, 985 Kendall Dr. Ste. A -290.
OLD BUSINESS
Art Night — Report from January 9, 2017 City Council Meeting
a. The item was approved.
b. The call for Artists closes Feb. 02, 2017.
2. Rosa Parks Statue Update — Bronica Taylor
a. Cal -Trans letter; original letter stills stands and they are still on -board
b. Tours: Statue is at the foundry in the City of Commerce; suggested time for
tour is from 9:00 a.m. — 3:00 p.m.; please give Commissioner Taylor a date
so that she can arrange it with the Artist, Patrick Jewett
Suggested date for tour is Monday, February 13, 2017.
c. Additional Organizations to help:
i. 100 Black Men is an organization willing to help but has not said how
much they are willing to contribute.
ii. Inland Empire Concerned African - American Churches also willing to
help but has not said how much they are willing to contribute.
iii. Also contacted offices of Pete Aguilar and Mike Morrell and both
offices asked to contact again after the holidays.
d. There is only about another hour of work to be done on the Patina.

e. The Statue is slated to be displayed inside the building not outside in the
elements.
f. The glasses are not on her because they are too fragile — Commissioner
Taylor will revisit the question of whether they will be on the statue after she
is in her permanent place or not.
g. $18,000 is still due.
3. Burrtec Information — Gil Botello
a. The contact information obtained was for Untapped Hip Hop; and was
already forwarded to David Williams so no discussion needed at this
meeting.
4. Grant Information Sessions, January 26 and 31
a. January 26 at 4:00 p.m. will be Michael Segura, Donna Howard, Gil Botello
and Barbara Babcock.
b. January 31 at 4:00 p.m. will be Joyce Seeger, Bronica Taylor, Gil Botello and
Barbara Babcock.
c. The Commissioners will need to be familiar with the application beforehand
so that they can answer questions.
5. Panes of Joy Project -
a. There have been problems with posters staying up but they are up now and
look great but don't know how much attention they are getting.
6. Fish Eyes Project —
a. The only information received from the dance troupe is related to other
projects they are doing elsewhere and there has been no contact from them
to set up a time to pick a venue here for this project.
b. Chairperson Garcia has emailed them letting them know that they need to
contact the Commission to set something up.
NEW BUSINESS
1. Role of Fine Arts Commission — Discuss Affirmation Statement.
There was a discussion regarding the difference between an Arts Commission
and an Arts Council.
This is an Arts Commission that:
a. Encourages interactions and communications between Artists /Arts
Organizations and the Community.
b. Encourages participation from the Community in the Arts and Events that
support the Arts.
c. In partnership with local Artists /Arts Organizations fosters an awareness of
the ability of the Arts to uplift and revitalize the Community.

d. Advises /Directs Artists and Organizations towards available funding,
venues and possible participants and /or partners.
e. Provides funding in the form of Grants, when appropriate, to specific
Projects /Organizations that fulfill the aforementioned goals of the
Commission and support the Community.
By contrast, an Arts Council is a collaborative body that:
a. Actively creates venues and events for its members or member
organizations.
b. Provides office assistance and staffing for its members or member
organizations.
c. Provides media management/publicity for its members or member
organizations.
d. Actively pursues outside funding for its members in the form of Grant -
Writing and /or setting up Crowd - Funding.
The Fine Arts Commission might in future want to sponsor gatherings of Arts
Organizations which might then move towards becoming an Arts Council.
ADJOURNMENT
The meeting was adjourned by Chairperson Dorothy Garcia at 5:23 p.m.
The next meeting for the Fine Arts Commission will be Tuesday, February 14, 2017 at
4:00 p.m. in the City Hall MIC Conference room on the 6t" floor.
