Recommendation
Adopt a Resolution of the Mayor and City Council of the City of San Bernardino,
California approving the Second Annual Art Night on April 21 and 22, 2017, to be held cn
at Court Street Square and Carousel Mall as a City-sponsored Special Event. N

Background w
The City's first Art Night held on May 19, 2016, was a resounding success due to the
participation of our partners from the San Bernardino City Unified School District, San Z
Bernardino Valley College, California State University San Bernardino, the Consulate of a
Guatemala, the Consulate of Mexico, San Bernardino Art Association, and Vanir
Development Company. A second event focused on community-based artists was a
originally scheduled for October 2016; but after many discussions with various �
stakeholders, the decision was made to postpone the event to the Spring 2017. Holding o
the Second Annual Art Night in the springtime allows the event to combine student
artists with community-based artists into a larger 2-day event.
Art Night 2016 had several important goals:
• Highlighting the visual and performing art being produced in the community a
• Generating interest and economic development activity in Downtown
• Continuing to build a sense of community for residents
The outline for the Second Annual Art Night is as follows:
• Art Night 2017 will be held on Friday, April 21, 2017, from 4 p.m. to 8 p.m.,
and on Saturday, April 22, 2017, from 10 a.m. to 8 p.m.
• This is a collaborative effort between the Fine Arts Commission and
numerous City departments that are responsible for organizing, setting-up,
and breaking down the event.

• The Fine Arts Commission approved a budget of up to $15,335 of Cultural
Development Impact Fees for printing, advertising, security, T-shirts, portable
restrooms and incidental expenses.
• The event would be open to community-based artists and craft-makers and
students from San Bernardino City Unified School District, San Bernardino
Valley College, California State University San Bernardino and The Art
Institute.
• The Consulate of Guatemala and the Consulate of Mexico have agreed to
participate in promoting the event.
• Art will be displayed and for sale inside the Carousel Mall.
• Dance performances will also occur adjacent to the Carousel inside the Mail.
• The event will host a mix of visual and performing arts.
• Court Street Square stage will host local band's. Z
• A chalk walk will be open to attendees interested in DIY chalk art. a
• Spray paint artists will be producing art on deck adjacent to the fountain.
• 5-9 food trucks will be on-site. Q
• There is no charge to display at or attend the event. Artists selling art are
required to have a City business license.
• As a City sponsored event, all attendees and participants are covered under
the City's insurance policy similar to events at City parks. o
• On-site security will be available before, during and after the event. 00
• A subcommittee of the Art Night Steering Committee will be reviewing
applicants to determine artists that will be invited to participate.
• The anticipated attendance is 5000 to 7000. Z

Street life and pedestrian activity are necessary ingredients to revitalize an area. This
event is expected to draw 5000 to 7000 participants to the Downtown area. Art Night a
will be marketed to families, students and the general public. This event will build upon
the success of the initial event. o

In October, an initial planning session was held with participants from the May event.
Based upon the meeting and feedback from the first event, there is strung support from a)
a broad crass section of the community for a Second Art Night.

10 San Bernardino City School District, San Bernardino Valley College, California State a
University San Bernardino, Art Institute, Consulate of Guatemala, Consulate of Mexico and

the City, and this event will strengthen these relationships, provide opportunities to students 0
12 an d local artists while generating renewed interest in the downtown core and the City of San cn

WHEREAS, Art Night 2017 will be held on Friday, April 21, 2017, from 4 p.m. to 8

22 SECTION 2. Pursuant to Development Code Section 19.70.030 (3), Art Walk 2017 t
is hereby determined to be a City sponsored event that is exempt from the Temporary Use
23 Permit requirements of the Development Code.
