Alanis, Director Ryan Aschenbrenner, Acting Real Property Specialist r Subject: Plan No 13099 — Proposed Street Vacation of Portions of E Home Avenue, "I" Street, and Montgomery Street _ 0 Authorization to Proceed o Recommendation Staff recommends that the Mayor and City Council authorize City staff to proceed with the investigation of the request to vacate portions of Home Avenue, "I" Street, and r Montgomery Street for Plan No. 13099. N CD Background Streets And Highways Code, Section 8312, Division 9, Part 3, gives a city legislative body the power to vacate all or part of a street. a' a� E A petition to vacate portions of Home Avenue, "I° Street, and Montgomery Street was 0 received on 8/17/2016. The owners of over 90% of the parcels, by area, abutting the o proposed street vacations signed the petition requesting the streets be vacated by the City and submitted Plan No. 13099 which is attached (Attachment 1). The petitioners indicate the street vacation is requested to restrict truck traffic through the residential a0 area and improve circulation. o 0 Discussion s If authorization is given to proceed, an investigation and analysis will begin and all City > departments, County Fire, utilities and affected property owners will be mailed a notice of the proposal and provided an opportunity to comment on any conflicts and/or r potential issues or concerns. All services, with the exception of fire, will be performed in Cn house. 0 0- The petitioner has paid $1,000, which represents the first half of the non-refundable a street vacation processing fee. Costs incurred with this action o will be offset by the non-refundable petitioner paid processing fee of $2,000. To date, a $1,000 of this fee has been paid to the City. CO 7r Conclusion �+ Staff recommends that authorization to proceed with the investigation and analysis for the proposed street vacations be granted for Plan No, 13099.
