Meeting called to order by Chairperson Garcia on Tuesday, March 8, 2016 at 4:05 p.m. in the
MIC Conference Room, 6th Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Chairperson Garcia asked that commissioners look at their calendars for availability to volunteer
at the upcoming Art Night event on May 19, 2016.
Commissioner Segura read a FAC facebook request from Sandra Ibarra of the San Bernardino
High School Neighborhood Association requesting support from the Fine Arts Commission in
conduct a citywide competition for the creation of a logo for the San Bernardino High School
Neighborhood Association and asked that it be opened to students within the City.
A motion was made by Commissioner Segura to place Sandra Ibarra's request on the next Fine
Arts Commission agenda for April 12, 2016. The motion was seconded by Commissioner
Taylor. The motion passed.
APPROVAL OF MINUTES
A motion was made by Commissioner Bunger to approve the Minutes of February 8, 2016. The
motion was seconded by Commissioner Segura, The Motion passed.

GUEST SPEAKERS
Manal Iskander, Greenshack Market Place, gave a presentation on the opening of their new
business, Musicology. She stated that the studio showcased local talent with a video production.
She indicated that they completed a full television production and that they produced music and
video streamed two shows per month. She stated that their website address was
www.musicologyie.com.
OLD BUSINESS
Arts Calendar for February
Grants
Chairperson Garcia stated that on Saturday, March 5, 2016, the decision was made by consensus
vote to disqualify Inland Dance Company due to insufficient information.
I.M., Inc.
A motion was made by Commissioner Taylor to approve funding for the full amount requested
of $7,500.00 contingent on proof of adequate administration. The motion was seconded by
Commissioner Howard. The motion passed 7 -1. Commissioner Bunger abstained.
2. Junior University
A motion was made by Commission Segura to approve funding for the full amount requested of
$11,500.00. The motion was seconded by Commissioner Taylor. The motion passed.
San Bernardino Symphony
A motion was made by Commission Bunger to approve funding for the full amount requested of
$46,000.00. The motion was seconded by Commissioner Segura. The motion passed.
4. Symphonie Jeunesse
A motion was made by Commission Bunger to approve funding for the full amount requested of
$10,000.00. The motion was seconded by Chairperson Garcia. The motion passed.
Teen Music Workshop
A motion was made by Commission Taylor to approve funding for the full amount requested of
$22,000.00. The motion was seconded by Commissioner Babcock. The motion passed.

6. San Bernardino Valley Concert Association
A motion was made by Commission Taylor to approve funding for the full amount requested of
$23,175.00. The motion was seconded by Commissioner Bunger. The motion passed.
7. Untapped Hip Hop
A motion was made by Commission Segura to approve funding in the amount of $6,000.00. The
motion was seconded by Commissioner Taylor. The motion passed.
Arts Connection
A motion was made by Commission Babcock to approve funding for the full amount requested
of $8,100.00. The motion was seconded by Commissioner Taylor. The motion passed.
Kimbark Elementary School
A motion was made by Commission Howard to approve funding in the amount of $12,000.00.
The motion was seconded by Commissioner Taylor. The motion passed.
10. California State University San Bernardino Opera Theatre
A motion was made by Commission Segura to approve funding for the full amount requested of
$11,132.00. The motion was seconded by Chairperson Garcia. The motion passed.
11. Norton Space and Aeronautics Academy — Visual Art
A motion was made by Commission Segura to approve funding for the full amount requested of
$3,098.00. The motion was seconded by Commissioner Howard. The motion passed.
12. Norton Space and Aeronautics Academy — Music and Dance
A motion was made by Commission Bunger to approve funding for the full amount requested of
$3,737.00. The motion was seconded by Commissioner Howard. The motion passed.
13. Sinfonia Mexicana Mariachi Academy
A motion was made by Commission Segura to approve funding for the full amount requested of
$24,000.00. The motion was seconded by Commissioner Ohiy. The motion passed.

15. United Nations of Consciousness
A motion was made by Commissioner Taylor not to fund due to concerns with charging students
while receiving grant monies. The motion was seconded by Commissioner Howard. The motion
passed.

Greetings Valerie,
I am writing on behalf of Heidi Duckler Dance Theatre, we create innovative dance
experiences in non - traditional places and provides learning opportunities in diverse
neighborhoods. We invite our audience and artists to engage with one another and connect
with their community in ways they have never experienced before
We are interested in partnering with the City of San Bernardino to bring our FishEyes project to
the community in 2017. FishEyes is an adventurous, multidisciplinary project that integrates
dance, visual arts and technology residents to explore issues of drought and water
conservation. In collaboration with the architect Alex Ward, Heidi Duckler Dance Theatre built
a twenty -foot steel Fish that will reside as interactive public art in parks. While the Fish is in
residence at a park, our Teaching Artists will teach site - specific dance workshops on the Fish
sculpture to neighborhood residents. Information about water ecology, conservation and flood
prevention will be incorporated into the workshops and participants will have the opportunity to
make dance videos that express their relationship to water.
We've received funding through the James Irvine Foundation to engage with young adults, 18-
35, who are underserved by the arts community in activities that promote self - expression
through technology and live performance opportunities. Our goals include strengthening social
bonds within San Bernardino and increasing the community's awareness of their landscape,
history, environment and fellow community members.
We would love to attend one of your upcoming Fine Arts Commissions meetings to discuss
this project in more detail. It would be our honor to partner with you to bring this engaging
project to community of San Bernardino.

RAISING WATER AWARENESS THROUGH DANCE
FishEyes is an adventurous, multid!seiplinary project that
integrates dance, visual arts and technology while exploring

Designed by architect Alex Ward, Heidi Duckler Dance Theatre
has built a Fifteen -foot steel Fish that will reside as interactive
public art in parks and facilities around Los Angeles. Technical
)irector Jeff Kleeman (Studio Sereno, LA Opera) and Pacific Roll
LLC have constructed the Fish.
While the Fish is in residence in a park or at the LA Department of Water and Power, Heidi Duckler Dance Theatre
Teaching Artists will lead site - specific dance workshops to neighborhood residents. During each workshop, teaching
artists will explain the basics of site - specific dance and employ water themes as inspiration for movement. They will
lead guided improvisation on, in, and around the Fish, and teach participants how to create original movement inspired
by ideas about their environment. Workshops will be open to participants of all ages and skill levels — no past dance
experience necessary.
Weighing in at an estimated 1300 LBS, the Fish is comprised of five components, each weighing 200 -300 LBS, and

Greetings Valerie,
I am writing on behalf of Heidi Duckler Dance Theatre, we create innovative dance
experiences in non - traditional places and provides learning opportunities in diverse
neighborhoods. We invite our audience and artists to engage with one another and connect
with their community in ways they have never experienced before
We are interested in partnering with the City of San Bernardino to bring our FishEyes project to
the community in 2017. FishEyes is an adventurous, multidisciplinary project that integrates
dance, visual arts and technology residents to explore issues of drought and water
conservation. In collaboration with the architect Alex Ward, Heidi Duckler Dance Theatre built
a twenty -foot steel Fish that will reside as interactive public art in parks. While the Fish is in
residence at a park, our Teaching Artists will teach site - specific dance workshops on the Fish
sculpture to neighborhood residents. Information about water ecology, conservation and flood
prevention will be incorporated into the workshops and participants will have the opportunity to
make dance videos that express their relationship to water.
We've received funding through the James Irvine Foundation to engage with young adults, 18-
35, who are underserved by the arts community in activities that promote self- expression
through technology and live performance opportunities. Our goals include strengthening social
bonds within San Bernardino and increasing the community's awareness of their landscape,
history, environment and fellow community members.
We would love to attend one of your upcoming Fine Arts Commissions meetings to discuss
this project in more detail. It would be our honor to partner with you to bring this engaging

RAISING WATER AWARENESS THROUGH DANCE
FishEyes is an adventurous, multidisciplinary project that
integrates dance, visual arts and technology while exploring

Designed by architect Alex Ward, Heidi Duckler Dance Theatre
has built a Fifteen -foot steel Fish that will reside as interactive
public art in parks and facilities around Los Angeles. Technical
Director Jeff Kleeman (Studio Sereno, LA Opera) and Pacific Roll
LLC have constructed the Fish.
While the Fish is in residence in a park or at the LA Department of Water and Power, Heidi Duckler Dance Theatre
Teaching Artists will lead site - specific dance workshops to neighborhood residents. During each workshop, teaching
artists will explain the basics of site - specific dance and employ water themes as inspiration for movement. They will
lead guided improvisation on, in, and around the Fish, and teach participants how to create original movement inspired
by ideas about their environment. Workshops will be open to participants of all ages and skill levels — no past dance
experience necessary.
Weighing in at an estimated 1300 LBS, the Fish is comprised of five components, each weighing 200 -300 LBS, and
