POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the September 21, 1998 Council meeting.

1. Dk&akkr I (O'Leary. Gaile) - Appointment
POLICE
This appointment fills a vacancy created through attrition in the Dispatch Center.
Dispatch is a critical function of the Police Department. The cost savings associated with
vacancies are entirely offset by backfilling these positions with full-time Dispatchers,
Community Service Representatives or Police Officers working overtime. Oftentimes,
non-dispatcher replacements impact the level of quality service provided to the public and
field personnel due to their lack of familiarity with the CAD operations. Hiring these
individuals will help reduce the need for overtime by having an adequate contingent of
personnel to staff the Dispatch Center.
2. Electrician I (Potvin, Steven MJ - Appointment
DEVELOPMENT SERVICES
The Electrician I position is responsible for the operation and maintenance of all City-
owned street lights, ball field lighting, Seccombe Lake pumps, sewer lift stations,
parking structures lighting and electrical gates within the City. The one (1) position the
department is attempting to fill is budgeted and has been vacant for some time. One (1)
vacant position was created in June 1998, when the existing staff was promoted to Traffic
Signal Electrician. There is little backup for vacations and/or sick leave, leaving the
department and City without adequate backup for emergencies.
This position is fully funded in the current budget. There is a minimum of 15 percent
savings as the new staffer will begin at Step A, while the previous person was at Step
E.
Service on street complaints is presently within one day, but failure to fill vacant
positions could result in weeks of delay in repair of dark street lights. Additionally, with
ball season, maintenance of ball field lights is taking a higher priority. The position has
been vacant since December 1997, and even with the filling of one position in June, the
department has been vacant one (1) position since December 1997, and the impacts are
being felt in the department. Additionally, due to a retirement and leave of absence of
of two (2) Electrician II's, this further impacts the ability of the section to meet work
demands.

3. Mentor Coordinator (Coronado. Rita) - Appointment
The position of Mentor Coordinator is a grant-funded position. No general fund monies
are required. The duties and responsibilities assigned to this position are being
accomplished through a contract arrangement. The contractor is the same person
proposed for hiring.
4. Recreation Specialist (Gomez. Carmen) - Salary Adjustment
The upgrade of the part-time staff to Recreation Specialist is required to keep an
appropriate chain of command at the center where the incumbent is assigned. This
position is fully funded in the part-time budget of the Recreation Division.
