approve the minutes of the August 18, 1998 Board Meeting. The motion was
unanimously adopted with Director Wright abstaining due to her absence at
the last Board meeting.
Agenda Item 2. Approval of the Minutes of the Special Board Meeting
August 25, 1998.
It was moved by Director Wright and seconded by Director Dotson to approve
the minutes of the August 25, 1998 Special Board meeting. The motion was
unanimously adopted.
Director Dotson questioned why the Lakes and Streams Committee meetings were still
being held. It was her understanding that after the Joint Exercise of Powers Agreement
was signed meetings would cease to be held. Director Milligan responded to Director
Dotson's question. The City of Colton may be interested in joining in with the City of San
Bernardino regarding the Lakes and Streams Concept water project. Continued meetings
will be necessary to further discuss the City of Colton's interest. The Committee is not
quite ready to disband as further discussion is needed to establish what the Board needs
to do as far as the organization under Joint Exercise of Powers Agreement.
Agenda Item 3. Public Comment. Members of the public may address the Board on
matters within its jurisdiction. Prq§Aient Aguilar invited any person who so desired to
address the Board. a Board regarding
his concern pertaining tote -Joint Exercise Powers Agree . Navarro asked if
revenue bonds were needed to construct a Lakes and Streams water project would the
issue be brought to the voters for consideration, or would the Joint Exercise Powers
Agreement have the authority to proceed with the revenue bonds. Director Aguilar
responded to Mr. Navarro's question. The Joint Exercise Powers Agreement would have
the power Pam Bailey-Shimizu,
Candidate for Division V, addressed the Board regarding her concerns over the Lakes and
Streams Concept. She asked the Board to consider the sociological and ecological impact
and that an impact report be completed before a final decision is made regarding the Lakes
and Streams Concept.
Agenda Item 4. Correspondence.
4 a) Request from East Valley Water District for financial support for March, 1999
Perchlorate Conference that will be held in Ontario, California. Bob Reiter reported on the
request from East Valley Water District for financial support for the Perchlorate
Conference. The East Valley Water District is in the process of planning a Perchlorate
Water Conference to be held on March 18-19, 1999 in Ontario, California. The District is a
member of the original Perchlorate issue Group; the East Valley Water District has invited
the District to help sponsor this event.
Director Dotson moved to sponsor the Perchlorate Water Conference to be
held in Ontario, Ca. On March 18-19, 1998. The amount not to exceed
