SUBJECT: Determination of Public Convenience or Necessity -
CostCo Wholesale - 1099 E. Hospitality Lane

REQUEST AND LOCATION
The applicant is requesting to establish a Type 21 liquor license (beer, wine & alcohol for off-
site consumption) at the new CostCo Wholesale Warehouse at 1099 E. Hospitality Lane. The
business is a retail/wholesale operation, selling national brands and private label merchandise
for resale, commercial and personal use. 960 square feet of the 137,640 square foot store will
be used for the alcoholic beverage display/sales area, which accounts for less than 1% of the
total floor area.
The state Department of Alcoholic Beverage Control has notified the applicant that the business
is located in an area that has an over concentration of off-site liquor licenses and a determination
of Public Convenience or Necessity, from the City, is required.
ENVIRONMENTAL DETERMINATION
This request was reviewed in accordance with the California Environmental Quality Act as part
of the environmental review for the entire project. A Negative Declaration was adopted with
approval of Development Permit, Type 11 98003.
POLICE DEPARTMENT RECOMMENDATION
The Police Department has indicated that they will not oppose the ABC application. (Exhibit
B).
DETERMINATION
Staff feels that a determination of public convenience or necessity can be met. CostCo Wholesale
is constructing a new larger facility and will be providing the same service that they do from
their current location. The sale of alcoholic beverages for off-site consumption is a service

typically found at warehouse club stores. The percentage of retail space devoted to the sale of
alcohol is limited and is accessory to the other services and products provided.
FINANCIAL IMPACT
The applicant submitted an application and the applicable processing fee.
RECOMMENDATION
Staff recommends that the Mayor and Common Council determine that the public convenience
or necessity is served and direct the Planning Division to prepare a letter for the Department of
Alcoholic Beverage Control for a Type 21 liquor license at 1099 E. Hospitality Lane.

PROBLEM:
On 5-8-98 , I received an Interoffice Memorandum from Senior Planner
Margaret Park, regarding a Development Permit I 98-60 for the New
Costco to be constructed at the southwest corner of Hospitality
Lane and Tippecanoe Avenue .
RECOMMENDATION:
Approval for the DPI 98-60 is recommended.
FINDINGS :
The business is located within Reporting District SC554 and Census
Tract 72 . A Memorandum was sent to Area Commander Lt . Klettenberg
asking for his input . Lt . Klettenberg responded by stating he had
no objection to the issuance of this DPI 98-60 . The police
department agrees with Lt . Klettenberg' s response .

Dear Ms. Parks:
In compliance with Section 23958.4 of the California Business and Professions
Code, please consider the following information in support of a finding of Public
Convenience and Necessity for the relocation of our San Bernardino warehouse from 125
E. Club Center Drive to 1099 E. Hospitality Lane.
Costoo Wholesale ('Costoo')sells alcoholic beverages for off sale consumption at
its current San Bernardino warehouse location. Costoo has a history of service to many
California communities and would continue to operate in the same manner it always has.
The community has been accustomed to the services provided by the current San
Bernardino warehouse and Costoo only seeks to ensure the same level of amenities
consistent with our other location.
Costco's request to sell alcoholic beverages for off sale consumption will not
jeopardize, endanger or otherwise constitute a menace to public health, safety or general
welfare. The approval for this use should not create any significant detrimental impact on
the surrounding community. We do not believe it will hinder the achievement of the
community development goals, nor will it negatively affect the character or development
of the immediate neighborhood.
We respectfully request the California Department of Alcoholic Beverage Control
find in support of Public Convenience and Necessity for the relocation of the San
Bernardino warehouse and determine that such finding will be served by the issuance of
the license.
