Pete Aguilar's office Tristan Acker Meeting called to order by Chairperson Garcia on Tuesday, Dec. 13, 2016 at 4:00 p.m. in the MIC Conference Room, 6th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS Commissioner Celebration at Mitla on Thursday, December 15, at 5:30 p.m. Community Hospital will be having a community prayer in the Henderson Auditorium on the 4th Thursday of every month (except for November and December when it will be on the 3rd Thursday) and wilt also be collecting get well cards for patients at St. Bernardine's and Ballards. Fine Arts Lunch Breaks will be occurring at either at City Hall, Court Street Square or at the Court house /Justice Center On December 22nd Councilman Barrios' mother does Las Posadas; the last night will be at the Garcia Center for the Arts; also Bob Hurton, the resident printmaker at the Center will be allowing all of the kids that show up to make their own block print cards with the nativity scene that night. Page 1 Fine Arts Commission meeting of 12 -13 -2016. Commissioner Botello attended the Grand Opening of the Valencia Vista that is public housing replacing the Waterman Gardens. He is uncertain if it should be an agenda item for the next meeting but it has occurred to him that the commission should offer to help them in obtaining Art for their community room /space. Councilwoman Marquez and the Mayor are both excited about the possibility. "This Beautiful City," a photographic exhibit by Michael Hardison is on display at the Loma Linda University Hospital, San Manuel Gateway College. APPROVAL OF MINUTES A motion was made by Barbara Babcock to approve the Minutes of Nov. 08, 2096. The motion was seconded by Michael Segura. The Motion passed. GUEST SPEAKERS Mark Persico presented the proposed budget for the upcoming Art Night to be held over April 21 and 22, 2017. He requested that the commission commit a total of $15,335.00 to support proposed budget for the event. The greater expenses over the budget approved in May are due to the event being two days instead of one, and that it is not in conjunction with the Third Thursday event; there is a need for porta- potties and also for police. OLD BUSINESS 1. Art Night 2017 - There was a lively discussion regarding the merits of using print vs. digital media for advertising and also regarding the possible use of newspapers other than The Sun for print advertising. A motion was made by Commissioner Gil Botello to approve the budget for the Art Night contingent upon changing "The Sun" to "newspapers" in the advertising section. The motion was seconded by Commissioner Deborah Bunger. The motion passed. 2. Commissioner Bunger reported on the awarding of the Quilts of Valor ceremony that took place at the 12 -05 -2016 City Council meeting. There were 19 quilts, but only 5 awardees were present. Those awardees that were not present will have their quilts presented to them at the Police Station instead. Page 2 Fine Arts Commission meeting of 12 -13 -2016. 3. Commissioner Taylor needs an itemized checklist to bring back to the board of what is necessary to alleviate their concerns and go forward with funding the finishing and installation of the Rosa Parks statue. Discussion resulted in the following list: a. An updated letter from Cal -Trans as a partner. b. A "tour" of where the statue is held so that it can be viewed by any commissioners who would like to see it. c. Contact with Federal and State elected officials, as well as former elected officials to see if there are other grants or donations available to assist with finishing and installing the statue. A motion was made by Commissioner Babcock to authorize Commissioner Taylor to obtain the aforementioned checklist items and bring them back to the Fine Arts Commission at their next meeting on January 90, 2097. The motion was seconded by Commissioner Segura. The motion passed. 4. Untapped Hip Hop needs contact information for Burrtec to move forward with their idea for a project involving rubbish bins; Commissioner Botello will share that information with them at the next meeting if they attend. 5. Changes to the Grants Application are very minor; it is currently online and the deadline for applicants to turn in is February 15. Chairperson Garcia also suggested that current recipients be required to turn in at least a partial evaluation before they are considered for a new grant. Commissioner Taylor would also like to see photos of the finished project. Commissioner Howard made a motion that the current evaluation be attached to the applications that are sent to the current grantees. The motion was seconded by Michael Segura. The motion passed. 6. The amount given out in grants last year was capped at $200,000.00 but only $194,000.00 given out because of Rev. Brown's death. The Commission needs to decide what the cap should be this year. Commissioner Gil Botello made a motion to set the cap for the Grants to be awarded for the 2097 -2098 year at $200,000.00. The motion was seconded by Commissioner Bunger. The motion passed. Page 3 Fine Arts Commission meeting of 12 -13 -2016. 7. Grant Information sessions: a. January 26 at 4:00 p.m. will be Michael Segura, Donna Howard, Gil Botello and Barbara Babcock. b. January 31 at 4:00 p.m. will be Joyce Seeger, Bronica Taylor, Gil Botello and Barbara Babcock. 8. Grants Applicant Interviews - Saturday, March 4, 2017 from 8:00 a.m. to 4:00 p.m. a. Gil Botello will provide bagels, etc., for an early snack b. Deborah Bunger will make lunch; the commission will not order out — if anyone does not like what is going to be provided they may bring their own. 9. Posters at the Andreson Building — there have been issues with hanging the posters and they have been falling down. NEW BUSINESS 1. Commissioner Babcock wondered if the commission might allocate or raise funds for professional promotion of the upcoming Art Night a. The Fine Arts Commission is an advisory commission that is part of the City and must adhere to the processes of the City. b. Last year or before there was a Facebook page related to the grants process that City Clerk Hanna had taken over. Chief Deputy City Clerk Maier will follow up and find out about that. PUBLIC COMMENTS Professor Rickerby Hinds introduced himself to the commissioners. His goal is to create a Hip Hop Theater group based in San Bernardino. He intends to apply for a grant from the Fine Arts Commission. ADJOURNMENT The meeting was adjourned by Chairperson Dorothy Garcia at 5:45 p.m. The next meeting for the Fine Arts Commission will be January 10, 2017 at 4:00 p.m. in the City Hall MIC Conference room on the 6t" floor.
