Review and discuss the Capital Improvement Program (CIP) overview. E

Staff is seeking a date for a Capital Improvement Plan (CIP) workshop as soon as E
possible in January. While time is not available to review the entire CIP document at °
the December 19 regular City Council meeting, staff will present an overview of the CIP
and highlight some of the more critical decisions that need to be made.

The CIP encompasses a 5-year planning period. Projects included in the CIP vary o
widely, including Streets and Rights of Way, Street Lights, Traffic Signals, Strom Drains,
Parks, Public Safety and Technology Systems, Street Trees, Sewer Collections Lines, O�
Government Buildings, and essentially anything that is a depreciable physical asset. o

Funding sources for the CIP also vary widely, including the General Fund, Sewer Fund, N
Federal sources (DOJ, CDBG, HOME, etc.), State sources (Gas Tax, Parks grants, c
etc.), Measures I and Z, Maintenance Districts, nonprofit grants, sale of assets, etc.

It will come as no surprise that when staff assesses available revenues over the 5-year
period, that the number and cost of "core" City projects far exceeds the revenue
sources. As a result, the Mayor & Council (with staff's assistance), faces a challenging r
resource allocation decision process. a
On December 19, staff will introduce the issue and begin discussing 3 of the first
decisions we need to make concerning Street Paving, the Citywide Street Lights
system, and the Sewer Collection System. Prior to the January CIP Workshop, staff will
distribute the full CIP document, which includes volumes of information concerning
specific projects, funding sources and timing.
