Recommendation
Adopt Resolution of the Mayor and City Council of the City of San Bernardino
Designating the Norman F. Feldheym Central Branch of the San Bernardino Library as
the Public Library to Receive a Copy of the Local Appointments List (The Maddy Act).
Background W
The Maddy Act requires that on or before December 31st of each year, the City Council ~
shall cause to be prepared a list of all ongoing boards, commissions and committees a
which are appointed by the City Council, and a list of all appointive terms which will
expire during the next calendar year, to include the name of the incumbent appointee, y
the date of appointment, the date the term expires, and the necessary qualifications for
the position and post them at the public library with the largest service population within
its jurisdiction to receive a copy of the list. E

The list is attached; and, once approved will be provided to the Norman F. Feldheym Q
Central Branch because it is the most heavily used branch in the San Bernardino City a
Library system and is the public library with the largest service population within the
jurisdiction of the City of San Bernardino.

Fiscal Impact E
There is no fiscal impact related to designating the Norman F. Feldheym Central Branch 0
of the San Bernardino Library as the Public Library to Receive a Copy of the Local r
Appointments List. a
Conclusion
To be compliant with the Maddy Act, the list of all ongoing boards, commissions and
committees which are appointed by the City Council will be provided to the Norman F.
Feldheym Central Branch once designated.

WHEREAS, the Maddy Act takes into consideration a vast and largely untapped

reservoir of talent which exists among citizenry that all too frequently is unaware of the N

MAYOR AND COMMON COUNCIL
APPROVED LOCAL APPOINTMENTS LIST
The City of San Bernardino has boards, bureaus, committees, and commissions which
advise and assist the Council in dealing with specific issues. Members are nominated by c
members of the Common Council and appointed by the Mayor, with approval of the N
Common Council.

In accordance with the provisions of Government Code Section 54972, on or before
December 31 of each year, the legislative body or Common Council must post a list of all

ongoing boards, bureaus, committees, and commissions which are appointed by the
Mayor and Common Council. This list must include which terms will expire during the to
next calendar year with the name of the incumbent appointee, the date of appointment,
the date the term expires, and the necessary qualifications for the positions. N

Necessary Oualifications: Each member of any board, bureau, committee, or E
commission appointed by the Mayor and Common Council shall be and remain a 0
registered voter within the City and each member nominated by a Council Member shall a
be and remain a resident of the ward of such Council member during the term of 4
appointment, unless otherwise provided. Except for the Board of Water Commissioners, a
members shall serve without compensation, at the pleasure of the Mayor and Common
