Sincerely Patrick Jewett 909 856 -5487 9/24/2014 Revised FAC Business Plan Draft - 2014 -15 Description of the FAC (Duties, etc) The Fine Arts Commission of the City of San Bernardino is established by ordinance as an Advisory Commission to the Mayor and the City Council. There are eleven commissioners appointed by the Mayor and Council members, nine regular and two alternates. Some funding is available through the cultural development construction fees (Ordinance 50.57). The duties of the Commission, as stated in the current recommended revision are: A. Make recommendations to the Mayor and Common Council for the development and promotion of the visual and performing arts in San Bernardino. B. Work with public and private cultural organizations to promote the efficient utilization of community art resources and to enlarge the opportunities for the diverse City population to participate in and enjoy culturally rewarding experiences. C. Develop a master plan for fine arts objectives and development in San Bernardino D. Review the financial needs of fine arts organizations in San Bernardino and recommend specific grants within the City budget allocation for approval by the Mayor and the Common Council to achieve overall cultural objectives E. Promote other art related activities as resources are available. Purposes of Commission for 2014 -15 1. Showcase the arts as an economic booster for the City. 2. Be a clearing house of art activities for the City, and promote art - related activities 3. Provide networking opportunities for arts organizations and artists Projects for 2014 -15 (Numbers correspond to numbers of purposes) Mural Policy - - -(2) —The Commission is currently working on a policy regarding murals in the City. This policy will establish a process for obtaining permits for mural painting on both private and public property. The draft of the policy is currently in the office of the City Attorney. There will most likely be a public art policy, which includes both murals on public and private property. Public Art -1 This is a long -term objective, and will be discussed by the Commission in the spring of 2015. The plan would be to define "public art," (see above) and to discuss current public art, and ways of funding future such endeavors. Networking opportunities -3 The Commission will host quarterly gatherings of arts leaders in the City, giving them an opportunity to share ideas, and to possibly collaborate on projects. Community Arts Calendar -2 Currently, the FAC is accepting information about arts events, and putting those announcements on a Facebook page which has been established. This will continue, with the possibility of moving the calendar to the City's website and making contact with newspapers to include such a calendar in their local news pages. Grants to arts organizations -1 and 2 -- A sub - committee of the Commision is currently looking at the criteria and process that was established several years ago. The sub - committee will report to the Commission by the end of October. When the revised plan is approved, arts organizations and others will be notified of the timeline for applying for a grant. Because we are well into the fiscal year 2014 -15, the grants for this fiscal year will most likely be for a partial year, beginning in January. Databases of arts organizations, venues and artists -3 This is an on -going project. The Commission members are currently in the process of gathering this information. These databases may be available on the city's website. Film Production Booklet -1 This is currently a project in the office of the City Clerk, with input from Commission members. Venues for possible film production will be photographed, and contact information provided to film companies looking for sites to use for filming. Funding available for 2014 -2015= $437,000 Grants -- Recommended amount of funds to be allocated in 2014 -15 - TBA Film Production Booklet— Recommended amount of funds allocated in 2014 -15 ? ? ?? Community -wide projects - -- Long term project: By 2017, develop a master plan for fine arts objectives and development in San Bernardino 2014 -15— Review master plans of other cities, receive input from community members, developers, and other stake - holders. 2015 -16 -- -Begin writing goals, objectives and expected outcomes of a master plan. 2016 -17 -- -Have final draft ready for Mayor and Common Council approval by January of 2017. V 1 Iarin45 a {zero On December 1St, 1955, after a long day at work at the Montgomery Fair department store, Rosa Parks Bravely challenged widely accepted Jim Crow laws by refusing to give up her seat on a bus in Montgomery Alabama. This act Inspired the Montgomery bus boycott, the event historians call the beginning of the civil rights movements in America .Parks' challenge to segregation on buses contributed to the end of institutionalized segregation in the South. Rosa Parks received many accolades during her lifetime including the Spingarn Medal, the NAACP's highest honor. In 1996 President Clinton awarded Rosa Parks with the Presidential Medal of Freedom. The next year she was awarded the Congressional gold Medal, the highest medal given by the U.S. Legislative branch. In 1991, the city of San Bernardino had the great privilege of hosting Rosa Parks as the Grand marshal of San Bernardino's Annual Black History Parade. In recognition of her brave contribution to the civil rights movements, the California State Senate and Assembly resolved to designate the State Government Center at 464 West 4th St In San Bernardino as the Rosa Parks Memorial Building. The ceremony celebrating that resolution was held on March 1" 2008. In celebrating the 100 birthday of this great American hero, The San Bernardino Black Culture Foundation is proud to sponsor the creation of a bronze sculpture of the civil rights hero Rosa Parks. This statue was created by renowned Artist Patrick Jewett. The life -size bronze sculpture will be placed in front of the Rosa Parks Memorial Building in San Bernardino Calif. COMMISSIONER/STAFF ANNOUNCEMENTS Steven Graham, Deputy City Attorney of the City Attorney's office discussed and explained the Audited numbers for 2011/2012. He stated that these were restricted funds for specific activities. The Audits for 2013/2014 have not been completed. APPROVAL OF MINUTES A motion was made by Commissioner Donna Howard to approve the Minutes from October 28, 2014. The motion was seconded by Commissioner Barbara Babcock. Motion passed. OLD BUSINESS 1. Rosa Parks Statue Presentation of grant request was made by Patrick Jewett. Fine Arts Commission — November 18, 2014 Page Two It was suggested by Commissioner Babcock that a curriculum be developed and implemented by Mr. Jewett in conjunction with this project. A motion was made by Commissioner Lynette Kaplan that the amount of $2,500.00 be donated to the Black Culture Foundation for the purpose of funding some of the remaining costs of the statue and its installation at the State Building on `B" Street. The motion was seconded by Commissioner Donna Howard. Motion passed. 2. Third Thursdays Fest Chairperson Garcia stated that she and City Clerk, Gigi Hanna sent out invitations for art displays to the San Bernardino Art Association, Latino Artists Association, San Bernardino Unified School District, San Bernardino Valley College, and Cal State. There was no response. Chairperson Garcia said that the FAC would have a table set up for the ticket drawing from 11:30 a.m. to 2:30 p.m. There will also be information cards available to hand out to artists. Volunteers staffing the table would be Chairperson Garcia, Commissioners Taylor and Babcock, and City Clerk Gigi Hanna. 3. Revised Arts Calendar for November 2014 Calendar for the month of November 2014 was given to the commissioners for review. Changes were recommended by the commissioners. 4. Art Walks Chairperson Garcia reported that she and commissioners did not attend any of the art walks for various reasons. She suggested commissioners individually attend art walks in December 2014. NEW BUSINESS 1. Quarter Sheet for Artists/Venues Commissioner Kaplan recommended changes. 2. Arts on Fifth Street Fine Arts Commission — November 18, 2014 Page Three Chairperson Garcia said she would be contacting the owner to discuss the possibility of art on the windows. It was suggested by commissioners that art from the different schools in the area be displayed in the building. 5. Micro - grants Discussions and suggestions were made by the commissioners that Micro Grants from the Cultural Fund be allocated to each Council Member for their specific ward. A motion was made by Commissioner Barbara Babcock that Micro Grants in the amount of $5,000.00 be allocated to each Council Member for use in his or her ward. The motion was seconded by Donna Howard. Motion passed. 3. Winter Wonderland Festival — December 13, 2014 Chairperson Garcia will be contacting schools in regards to music participation. 4. Dates for December /January Meetings The FAC will begin meeting once a month beginning in December. Upcoming meeting dates will be December 9, 2014 and January 13, 2014.
