2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE
PRIORITY PLAN FOR EXPENDITURES OF THE COUNTY OF SAN BERNARDINO
3 UNDER THE PROVISIONS OF THE CALIFORNIA PARKLANDS ACT OF 1980 O_�
PER CAPITA BASIS.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Recitals.
7 a. The California Parklands Act of 1980 (Chapter 250,
8 Statutes of 1980) requires each county to consult with all cities
9 and districts within the county which are eligible to receive
10 grant funds under provisions of Section 5096. 156 of the Public
11 Resources Code and to develop and submit to the State for approval
12 a priority plan for expenditure of the county' s allocation.
13 b. The priority plan is required to reflect consideration of
14 deficiencies within the county in the preservation of historical
15 resources and natural landscapes, as well as in the provision of
16 recreational areas and facilities.
17 C. The priority plan is required to reflect regional park or
18 open-space needs as well as community and neighborhood park and
19 recreation needs.
20 d. The priority plan should also reflect other important
21 statewide priorities, including conservation of energy resources,
22 recognizing the transportation limitations of lower-income persons
23 and the handicapped, encouraging the use of mass transit,
24 encouraging the planned use of strategically located vacant lands
25 which have access to utilities and government services and
26 increasing the benefit of already existing facilities .
27 e. The allocation of funds under the California Parklands
28 Act of 1980 was made to counties on a per capita basis .
I f. The County of San Bernardino has been allocated
2 $2, 957,490 of the $85, 000,000 available for appropriation for
3 grants to counties, cities and districts under the California
4 Parklands Act of 1980.
5 g. For planning and development purposes, determinations of
6 parks and recreation needs are made on a per capita basis .
7 SECTION 2. Statement of Policy. The priority plan should be
8 based on a per capita allocation of funds, using preliminary 1980
9 census figures and reasonable estimates of population from those
10 census figures for special districts whose boundaries do not
11 coincide with census enumeration districts and who qualify for
l2 funding under the provisions of the Act. This method will promote
13 the consideration of projects that reflect all the priorities set
14 forth in the recitals.
15 SECTION 3. Per Capita Allocation. A per capita allocation
16 providing $3. 37 per person is set forth in Exhibits A and B and
17 incorporated into this resolution by reference thereto.
18 SECTION 4. Approval of Priority Plan. The Mayor and Common
19 Council of the City of San Bernardino approve the priority plan
20 set forth in Exhibits A and B.

22 adopted by the Mayor and Common Council of the City of San
