COMMISSIONER /STAFF ANNOUNCEMENTS Chairperson Garcia had received a letter from David Williams of Untapped Hip - Hop apologizing for perhaps "stepping on the feet" of the Commission re: a project using trash bins. She read the letter from him. Commissioner Botello felt that perhaps they had misunderstood his offer to contact Burrtec. Chairperson will contact David Williams, and invite the group to the next FAC meeting to explain their project more fully and to hear the information from Burrtec. Commissioner Segura announced the following events at the Garcia Center for the Arts: The play "The House of Bernarda Alba" will be performed for the next two weekends. A flyer was available for commissioners. "Spirits and Arts" is dark until January. The political cartooning classes are continuing until the end of the month. Cartoons have been published in the Uncle Jam magazine, and will be available at the reception on Election Night. Page Two — Fine Arts Commission Commissioner Taylor has a meeting scheduled with the Black Culture Foundation on the 12th regarding the Rosa Parks statue. She asked to have a discussion of this placed on the agenda for the December FAC meeting. Commissioner Botello requested that Chairperson Garcia forward to Commissioner Taylor the letter she sent to the Black Culture Foundation. Commissioner Babcock reported that Terry Boykins of Street Positive is doing the first of a new series focusing on fathers /daughters this Saturday. APPROVAL OF MINUTES A motion was made by Barbara Babcock to approve the Minutes of Oct. 11, 2016. The motion was seconded by Gil Botello. The Motion passed. GUEST SPEAKERS Mario Suarez, planner for the City of Colton and a member of the board of Arts Connection, spoke about how the City of Colton is including public art in its policies. He distributed the City of Colton Downtown Design Manual and a document that describes the vision for the downtown area. The Downtown plan is subservient to the General Plan for the City. He discussed the necessity of public meetings. In order to achieve "mixed use" areas, transportation, banks and developers must work together. Malia Vincent - Finney, Ex. Director of the Haili Wailele Film /Arts Foundation, talked about her plan to revitalize E Street through the arts. The foundation is currently located in the Andreson Building where they are working to locate a media center, galleries and studios. The E Street Revitalization project will feature 10 different events, the first of which is November 19th: "Celebrate San Bernardino: Igniting the Arts in the City." She is seeking sponsorships for the VIP reception, and suggested that the Commission may wish to be a sponsor of the event. NEW BUSINESS Sponsorship of the Arts Festival Ms. Finney requested a sponsorship of an amount between $500 and $1,499. Discussion ensued about the fact that the grants awards process is coming up shortly. Awarding the Foundation a sponsorship amount now would preclude them from applying for a grant which could provide more funds for their program. No motion was made, but given the previous discussion, the Commission encouraged Ms. Finney to apply through the regular grants process. Page Three — Fine Arts Commission Annual Grants Timeline Chairperson Garcia distributed last year's timeline, which began on December 1, 2015 with the announcement of grants availability. The grant application was available on line on December 7. Commissioner Segura moved that the grants timeline be accepted contingent upon appropriate date corrections be made for the upcoming year The motion was seconded by Commissioner Bunger. The motion passed. The timeline is appended at the end of these minutes. Fish Eves Chairperson Garcia and the Parks and Recreation Department have been in touch with the Heidi Duckler Dance Group. There has been discussion of the location for the Fish Eyes project, and representatives of the group have been asked to make an appointment to come to San Bernardino to look at locations and make a decision. The Fish Eyes project is tentatively scheduled for February or March. Quilts of Valor Commissioner Bunger reported on the progress of this. City Clerk Hanna is to send invitations to the Veteran First Responders of December 2 "d, 2015 to come to the awarding of the quilts at the December 5th City Council meeting. It will be put on the agenda of that meeting as a presentation. There are about 12 -15 recipients and will take about 30 -45 minutes. Art Night 2017 No firm date has been set, but there is discussion of late April or early May. The event will include both community artists and student art displays. The next meeting of the planning committee will be at 3:30 p.m. on Wednesday, November 16. Commissioner Babcock asked that the possibility of professional promotion for the event be on the agenda of the December meeting of FAC. Page Four — Fine Arts Commission Panes of Joy Windows Exhibit Although Micah Escamilla's photo exhibit is up in the building at 379 "E" Street, she has not yet added the title and her name. The realtor who is handling the building next door has been contacted, and has agreed to talk with the owner of that building regarding using those windows for an exhibit. Chairperson Garcia has measured the windows of the Andreson Building for art work to be placed there. The 23 prints that the Commission obtained from CSUSB will be exhibited in those windows, which measure 48" by 72 ". There is also the possibility of an exhibit in the upstairs windows of that building. PUBLIC COMMENTS Guest Mary Davis, a singer and a resident of the Verdemont area of San Bernardino introduced herself and was welcomed. She came to the meeting because she is interested in creating event(s) for Black History Month in 2017 and is looking for viable partners for collaboration. She was asked to leave her contact information with the City Clerk's Office so that she may be sent a 2017 Grants Application. Also, Commissioner Taylor will talk with her about collaboration. ADJOURNMENT The meeting was adjourned by Chairperson Dorothy Garcia at 5:47 p.m. The next meeting for the Fine Arts Commission will be December 13, 2016 at 4:00 p.m. in the City Hall MIC Conference room on the 6th floor.
