MINUTES FOR TUESDAY, OCTOBER 11, 2016

Meeting called to order by Chairperson Garcia on Tuesday, Oct. 11, 2016 at
4:07 p.m. in the MIC Conference Room, 6t" Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
PoetrlE: Reading from 6 -9 p.m. this Saturday at Garcia Center.
San Bernardino Sings Folk Songs is every Thursday at 1:00 p.m. at Garcia
Center.
Spirits and Arts will be October 28 from 6 -9 p.m.
Grandstand — local talent to be showcased at Garcia Center tomorrow (Oct 12,
2016) at 6 p.m.
The Political Cartooning class at the Garcia Center has cancelled their weekly
Thursday class, but they will continue to hold the Monday evening classes up to
December.
Preparations are being made for the Generation Now Art Show to be held at the
Clara and Allen Gresham Gallery at San Bernardino Valley College in January
2017. Generation Now will be taking applications until December 05, 2016.

Saturday, October 15 will be the first Symphony Concert for this season at the
California Theatre.
Arts Connection Conference; Dorothy Garcia brought slides but there were some
technical difficulties and the slides could not be shown. Key note speakers were
artists from "Fallen Fruit" — that explores fruit as a cultural object, and defining
public spaces and who have worked with LACMA.
Michael Segura attended the California Arts Council Conference, "Confluence,
held in Sacramento along with another member of Generation Now.
Also the Arts Connection just had a meeting and was talking about starting a
County -wide guild, possibly made up of several guilds from the individual Cities.
APPROVAL OF MINUTES
A motion was made by Donna Howard to approve the Minutes of Sept. 13, 2016.
The motion was seconded by Deborah Bunger. The Motion passed.
GUEST SPEAKERS
David Williams and Justin Paul Valdivia spoke about their July 16th "Street
Glyphics 2016 Summer Event," how the grant money was spent and what they
learned. They brought two very nice look books: an "Event Process Book" and a
"Data Report." The Commissioners said they are very impressed with their
results and the possibility of using their event as an example to other grants
applicants was suggested.
NEW BUSINESS
Cal -State Historical Prints Available. CSUSB now has the Historical prints that
were displayed in the Guatemalan Consulate during Art Night in May. They
would be perfect to put in some of the windows. They are approximately $193.00
per set.
A motion was made by Gil Botello to purchase a set of these prints. The motion
was seconded by Donna Howard. The Motion passed.
OLD BUSINESS
Seeking Council Approval for funding when money already in FAC Budget. The
FAC has traditionally gone to the City Council for funding, even when it has
already been previously allocated to the FAC. This helps with keeping the
Council informed of what Fine Arts projects are going on in the City and in the
respective wards, and how the Arts money is spent; but has sometimes
unnecessarily complicated matters. It would be better if the Commission agrees
upon a set amount (outside of awarding of annual Grants) below which the
Commission will not bother the Mayor and Common Council.

A motion was made by Michael Segura to set a dollar value of $2500.00 as the
maximum amount spent by the Commission, outside of the annual Arts Grants
Process, before the Commission seeks Council approval. The motion was
seconded by Barbara Babcock. The Motion passed.
Status of Rosa Parks Statue. There has still been no response from the Black
Culture Foundation, and the Fine Arts Commission has heard nothing further
from artist Patrick Jewitt.
Micah Escamilla — "Beneath the Arrowhead" Exhibit Update. Dorothy Garcia went
to help install but they were unable to due to an inability to get into the building.
They will try again tomorrow. The windows still look pretty good.
Quilts of Valor Update — Deborah Bunger. Fourteen names have been given to
the project to receive quilts. These will be from those first - responders to the Dec.
2, 2015 event, which have identified themselves to be veterans. The project only
gives quilts to Veterans. The projected date to award the quilts to these
individuals is during the City Council meeting to be held on December 05, 2016.
City Clerk Gigi Hanna suggested the invitation should be a printed letter.
Gil Botello suggested that the Commission should verify their names and if they
all still live in the City.
He also suggested it might be nice to have some sort of commemorative coin
made to award to all of the first responders from Dec. 02.
City Clerk Gigi Hanna stated that many departments have challenge coins that
they give away or sell and there are companies that make them. She will find out
what the number of first responders is from the Chief.
PUBLIC COMMENTS
Tristan Acker introduced himself. He was encouraged to get involved with the
FAC by Michael Segura. He said that he enjoyed being at the meeting and
thanked the Commission for having him.
ADJOURNMENT
The meeting was adjourned by Chairperson Dorothy Garcia at 5:25 p.m.
The next meeting for the Fine Arts Commission will be November 08, 2016 at
4:00 p.m. in the City Hall MIC Conference room on the 6th floor.
The Fish Eyes performance art project will be on the agenda

Possibly Mr. Suarez will talk about Colton's Vision for an Arts Plan and how to do
something similar here.
