FINE ARTS COMMISSION
MINUTES FOR TUESDAY, OCTOBER 13, 2015

Meeting called to order by Chairperson Garcia on Tuesday, October 13, 2015 at 4:06 p.m. in the
MIC Conference Room, 6th Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Chairperson Garcia reported that Norton Space and Aeronautics Academy presented a Certificate
of Appreciation and thank you letters to the Fine Arts Commision at the Council Meeting of
September 21, 2015. She stated that Sinfonia Mexicana also sent a thank you letter to the
commission for their grant.
Chairperson Garcia announced the opening of the Arts Center on 11 th and "E" Street on
November 14, 2015. She stated that there would be an art exhibit featuring middle school and
high school art students and the theme was "What I like about San Bernardino ".

Chairperson Garcia stated that the Art Connection Conference was excellent and they had a good
turnout.
APPROVAL OF MINUTES
A motion was made by Commissioner Babcock to approve the Minutes of August 11, 2015 and
September 15, 2015. The motion was seconded by Commissioner Kaplan. Motion passed.
GUEST SPEAKERS
Thomas McGovern, grant recipient, thanked the Fine Arts Commission for the grant and spoke
about the Windows on 5th Street Art project. He distributed copies of the project's budget to the
commissioners. Mr. McGovern stated he was willing to lend out some of his art pieces to
display in the Council Chambers.
Mark Persico, Director of Community Development, spoke about his meeting with Yolanda
Macias, a recent high school graduate who presented a PowerPoint idea for an Art Walk. After
that meeting he contacted Dale Marsden from the San Bernardino City Unified School District,
Dave Johnson from Cal State University, and a representative from San Bernardino Valley
College to discuss Ms. Macias' concept and the possibility of broadening it out to the local art
schools so that the City and the School District weren't the only participants. He stated that he
and Gigi attended an organized meeting on September 23, 2015 at the School District offices. He
said that they discussed having the Art Fest downtown in the Lobby of City Hall with
participation from the Mexican Consulate, the Guatemala Consulate, The Sun Newspaper, and
Court Street Square. He said that they would also have food trucks available. Mr. Persico stated
that the School District would be getting word out to all of the art teachers and this event would
be aimed at Middle and High Schools within the district, as well as students from Cal State
University and Valley College. He stated that they set three dates for the Art Fest, which was
April 21, 2015, May 19, 2015, and June 16, 2015. He suggested that a representative of the Fine
Arts Commission attend the next organized meeting of October 28, 2015.
Chairperson Garcia agreed to represent the Fine Arts Commission at the upcoming Art Fest
meetings of April 21, 2015, May 19, 2015, and June 16, 2015.
NEW BUSINESS
Untapped Hip Hop Grant Proposal — David Williams
Furmin Newby gave a presentation of the Untapped Hip Hop grant proposal and answered
commissioners' questions.
A motion was made by Commissioner Taylor to offer a letter of support for the concept of Hip
Hop Street Art Competition once Untapped Hip Hop has received a letter of support from the
Arts Institute. The motion was seconded by Commissioner Babcock. Motion passed.

National Endowment of the Arts (NEA) Grant Application
Chairperson Garcia said that she had been meeting with a group of individuals from the College
of Arts and Letters at Cal State University San Bernardino who had talked about cooperating in
some kind of a grant application that would be for the City. She said it was submitted to the
National Endowment of the Arts for their "our town" project. She stated that the first phase
would be for cultural mapping. Mayor R. Carey Davis wrote a letter of support indicating that
the Fine Arts Commission would be working with the university on this project and that the
City's role would be collaboration with the Fine Arts Commission, participation, planning, and
possibly some staff. There would be no financial support from the Fine Arts Commission.
Disabled Veterans Request for Mural at Speicher Park
No action taken.
OLD BUSINESS
Grants Application Revision — Update of Timeline
It was agreed that a special meeting be set for this item only. Chairperson Garcia would contact
commissioner to set up a convenient date for all.
Art Acquisition Policy
Steven Graham, Deputy City Attorney, stated that in terms of the language he basically took it
from the proposed mural ordinance.
Commissioners discussed the Art Acquisition Policy which was provided by Steven Graham and
made additions and changes.
October Arts Calendar
The calendar was distributed to commissioners.
Art Walk
Discussion was made by guest speaker, Mark Persico, Director of Community Development.
Update on Multicultural Festival (Bronica Taylor)
Commissioner Taylor spoke about some of the activities that were going to take place at the
festival. Commissioner Taylor announced that the next subcommittee meeting would be held on
November 5, 2015 from 4:00 p.m. to 5:00 p.m. in the MIC Room. She stated that if any Fine
Arts Commissioners had any suggestions to please contact her directly.

ADJOURNMENT
Meeting adjourned October 13, 2015 at 6:17 p.m. The next Fine Arts Commission meeting will
be on Tuesday, November 10, 2015 at 4:00 p.m., in the MIC Room, Sixth Floor of San
Bernardino City Hall.
