Meeting called to order by Chairperson Garcia on Tuesday, September 15 2015 at 4:00 p.m. in
the MIC Conference Room, 6th Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Chairperson Garcia announced that Tom McGovern had an Art exhibit at the National Orange
Show gallery.
Chairperson Garcia announced that she paid for membership to the Art Connection on behalf of
the Fine Arts Commission and asked if any of the commissioners were interested in attending the
Art Connection Conference on September 26, 2015 since she was given three free tickets with
the membership. Commissioners Babcock and Chavez expressed interest in using the tickets.

Commissioner Chavez spoke about painting of murals on Utility boxes and distributed
information.
Commissioner Segura stated that he spoke with San Bernardino Community Hospital about the
possibility of painting the backgrounds for animatronics in the Children's Ward at San
Bernardino Community Hospital. He said that the animatronics were being donated in by Garner
Holt Productions.
Commissioner Segura announced that the San Bernardino Art Association in conjunction with
the Plein Air Artists was having an art show in October in Riverside.
APPROVAL OF MINUTES
No action taken.
GUEST SPEAKERS
A presentation of the Untapped Hip Hop Proposal was given by David Williams, Justin Valdivia,
and Furman Newby, students from the Art Institute.
Jennica Billins and Michael Segura of San Bernardino Generation Now presented a video of the
Seccombe Lake Project.
NEW BUSINESS
Grants Committee Timeline
A motion was made by Commissioner Segura to approve the Grants Committee Timeline. The
motion was seconded by Commissioner Taylor. Motion passed.
Communications Committee Report
A Consensus Motion was approved with additions and recommended changes to the FAC
Communications Committee Report.
OLD BUSINESS
FAC Ordinance Update — Steven Graham reported that he presented a proposed Ordinance
revision to the Legislative Review Committee. He was told that the Fine Arts Commission be
given jurisdiction over the acquisition of art on City Property, which included items such as
murals, sculptures, and other types of art. He stated that he had also included the Arts
Acquisition Policy, which he had drafted and distributed to the Fine Arts Commissioners four
months ago. Mr. Graham said that the Legislative Review Committee had questions and
concerns regarding the delegation of authority to the Fine Arts Commission to determine the
types of art that would go on City property. He stated that the Legislative Review Committee
wanted to have more control over what the art looked like, where the art was located, and had
concerns about maintenance. He said that the Legislative Review Committee wanted the Fine
Arts Commission to go over the Arts Acquisition Policy and make sure that those concerns were

being addressed. Mr. Graham explained that the Mural Ordinance that the Fine Arts
Commission was proposing, would essentially amend the Development Code. He stated that
amendments to the Development Code had to go through the Planning Commission. He also
stated that the Community Development Director said that his department was currently updating
the Development Code. Mr. Graham asked that Mr. Persico include a mural policy in the
Development Code update.
Further discussion among the commissioners arose in regards to art acquisition and murals. The
Parks and Recreation Commission also gave their input.
Member Arts Calendar
Copies of the September calendar were distributed to the commissioners.
Art Walk Update
Chairperson Garcia stated that the October 2015 Art Walk was going to be postponed.
Multicultural Festival Report
Commissioner Taylor gave an update of the Martin Luther King, Jr. Arts event and confirmed
future subcommittee meeting dates.
Other Business
A motion was made by Commissioner Segura to place the Untapped Hip Hop Proposal on the
October 13, 2015 FAC agenda. The motion was seconded by Commissioner Babcock. Motion
passed.
Commissioner Segura asked that the Utility Box item be placed on the October 13, 2015 FAC
agenda.

ADJOURNMENT
Meeting adjourned September 15, 2015 at 5:45 p.m. The next Fine Arts Commission meeting
will be on Tuesday, October 13, 2015 at 4:00 p.m., in the MIC Room, Sixth Floor of San
Bernardino City Hall.
