Meeting called to order by Chairperson Garcia on Monday, June 8, 2015 at 2:05 p.m. in the MIC
Conference Room, 6th Floor of City Hall.

OLD BUSINESS
Updated FAC Ordinance
Steven Graham, Deputy City Attorney, reported that he and City Clerk Hanna attended the
Legislative Review Committee on June 2, 2015 to discuss the small change to the Fine Arts
Commission's list of Duties that would bring murals, as well as all the other art acquisitions and
changes under the jurisdiction of the Fine Arts Commission. He stated that the City Council had
some concerns, specifically in regards to the Fine Arts Commission having a final say on the
acquisition and placement of art throughout the City. He stated that one of the concerns that the
City Council had was, if one of the commissioners objected to a piece of art in his or her ward,
would the other commissioners be able to vote in favor of it. He said he had suggested that the
FAC body make recommendations on where the art would go, and then it would go to the City

Council for approval. He stated that that would be the stop gap that would prevent that sort of
issue from occurring.
Mr. Graham indicated that he would be making some changes to the Ordinance that he proposed
to the Legislative Review Committee and stated that they were very interested in the art
acquisition policy. He also said that the LRC liked the idea of public art being discussed prior to
it being placed on City property, not after.
June Arts Calendar
The FAC went over the June Arts Calendar.
Announcements
Chairperson Garcia stated she spoke to Mr. McGovern about finishing his project on Arts on
Fifth Street by of June 27, 2015. She said that he was also working on a hub cap display and
contest for The Great Race on June 27, 2015.
Chairperson Garcia stated that she received a phone call from the Mayor and was asked if the
Fine Arts Commission wanted to do an Arts Display in the foyer of the City Hall and also if the
FAC would be willing to assist with a reception for the guests of the Great Race on June 27,
2015. She told the Mayor that this was not on the Fine Arts Commission agenda and she wasn't
sure that the FAC could make a decision today.
Chairperson Garcia handed out a scoring sheet with the names /organizations of the grant
applicants to the commissioners for review.
City Clerk Hanna reported that the mural outside of City Hall was going to be re- painted and
kept the same and finished by June 22, 2015 in time for the Great Race event.
Presentations
Mickey Valdivia, Director of Parks, Recreation, and Community Development gave a brief
presentation of his grant proposal for the Eight Week Community Center Summer Art Camp
held from June 1, 2015 through July 31, 2015. He indicated that his grant request was for
$25,000.00.
Recommendations for Grant Approvals
1, Kingdom Culture Worship
The Fine Arts Commission voted by consensus to not fund Kingdom Culture Worship.

It was recommended by Commissioner Kaplan that a letter be sent to Kingdom Culture Worship
advising them that the FAC thought their project was a noble one, but that it didn't fit under the
Fine Arts Commission's vision and hoped that they would pursue other avenues in town to bring
this project to fruition.
2. Cajon High School
The Fine Arts Commission voted by consensus to not fund Cajon High School.
3. Salinas Elementary School
The Fine Arts Commission voted by consensus to not fund Salinas Elementary School.
4. C.H.O.R.D.S.
A motion was made by Commissioner Taylor to grant C.H.O.R.D.S. the amount of $1,500.00.
The motion was seconded by Commissioner Segura. The motion passed unanimously.
It was recommended by the FAC that C.H.O.R.D.S. purchase a Mobile Unit.
5. Juanita Jones Elementary School
6. Del Rosa Elementary School
7. Jefferson Hunt Elementary School
A motion was made by Commissioner Taylor that each school be granted the amount of
$5,000.00, with a total of $15,000.00 for all three schools. The motion was seconded by
Commissioner Kaplan. The motion passed unanimously.
It was recommended by the FAC that the instruments for this program stay with the schools.
8. Bing Wong Elementary School
A motion was made by Commissioner Kaplan not to fund Bing Wong Elementary School. The
motion was seconded by Commissioner Taylor. The motion passed unanimously.
It was recommended by the FAC that a letter be sent to Bing Wong Elementary School
expressing the FAC's concerns and also suggesting that training be provided to the children
ahead of time as a part of an educational component.

9. LJR Arts Academy
A motion was made by Commissioner Kaplan to grant LJR Arts Academy the amount of
$5,000.00. The motion was seconded by Commissioner Bunger. The motion passed
unanimously.
It was recommended by the FAC that a letter be sent to LJR Arts Academy stating that should
their program prove highly successful in the future, to feel free to come back to the FAC and
present another request. Also, included in the letter should be a statement asking them to include
financial records.
10. Sinfonia Mexicana Mariachi Youth Academy
A motion was made by Commissioner Kaplan to fully grant Sinfonia Mexicana Mariachi Youth
Academy the amount of $20,150.00. The motion was seconded by Commissioner Taylor. The
motion was passed unanimously.
11. I. M., Incorporated
Commissioner Bunger asked to be recused from voting on this matter.
A motion was made by Commissioner Taylor to grant I. M., Inc. the amount of $5,000.00. The
motion was seconded by Commissioner Howard. The motion passed 5 -1.
12. Norton Space and Aeronautics Academy
A motion was made by Commissioner Taylor to grant Norton Space and Aeronautics Academy
the full amount of $7,724.00. The motion was seconded by Commissioner Babcock. The motion
passed unanimously.
13, Norton Space and Aeronautics Academy
A motion was made by Commissioner Taylor to grant Norton Space and Aeronautics Academy
the full amount of $2,005.00. The motion was seconded by Commissioner Babcock. The motion
passed unanimously.

14. Richardson Prep Hi Middle School
A motion was made by Commissioner Taylor to grant Richardson Prep Hi Middle School the
full amount of $20,000.00. The motion was seconded by Commissioner Kaplan. The motion
passed unanimously.
15. Junior University
A motion was made by Commissioner Babcock to grant Junior University the full amount of
$15,750.00. The motion was seconded by Commissioner Taylor. The motion was rescinded by
Commissioner Babcock.
A motion was made by Commissioner Kaplan to grant Junior University the amount of
$7,500.00. The motion was seconded by Commissioner Bunger. The motion passed
unanimously.
The FAC recommended that a letter go out to Junior University expressing their concerns that
Junior University didn't have more viable partnerships and also that there wasn't a larger ratio of
San Bernardino kids in their program.
16. Bradley Elementary School
A motion was made by Commissioner Kaplan to grant Bradley Elementary School the full
amount of $1,606.00. The motion was seconded by Commissioner Howard. The motion passed
unanimously.
17. California State University San Bernardino Opera
A motion was made by Commissioner Kaplan to grant CSUSB Opera the amount of $10,000.00.
The motion was seconded by Commissioner Bunger. Motion failed.
An alternate motion was made by Commissioner Babcock to grant CSUSB Opera the full
amount of $11,264.00. The motion was seconded by Commissioner Taylor. The motion passed
unanimously.

18. Martin Luther King Middle School
A motion was made by Commissioner Kaplan to grant Martin Luther King Middle School the
full amount of $3,000.00. The motion was seconded by Commissioner Segura. The motion
passed unanimously.
19. San Bernardino Symphony
Chairperson Garcia asked to be recused from voting on this matter.
Vice Chairman Segura asked that one of the commissioners make a motion.
A motion was made by Commissioner Kaplan to grant San Bernardino Symphony the full
amount of $25,000.00. The motion was seconded by Commissioner Howard. The motion
passed unanimously.
20. Parks, Recreation, and Community Services
A motion was made by Commissioner Kaplan to grant Parks, Recreation, and Community
Services the amount of $60,000.00. The motion was seconded by Commissioner Howard. The
motion passed unanimously.

Meeting adjourned June 8, 2015 at 5:25 p.m. The next Fine Arts Commission meeting will be on
Tuesday, July 14, 2015 at 4:00 p.m., in the MIC Room, Sixth Floor of San Bernardino City Hall.
