David Morrow, Center for Learning Whitley Porter, Kingdom Culture Workship Centre Gregory Villanueva Commissioners: Dorothy Garcia, Chairperson Barbara Babcock, Alternate Deborah Bunger Donna Howard Lynette Kaplan Michael Segura Bronica Taylor Absent: Tony Barber Olena Ohiy Meeting called to order by Chairperson Garcia on Tuesday, March 10, 2015 at 4:00 p.m. in the Fourth Floor Conference, Room A of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS GUEST SPEAKERS A presentation was given by Melody Segura- Suarez of IPS and Susan Carol of Church of the Nazarene regarding the mural project of the Institute for Public Strategies. Ms. Carol spoke about murals and what they symbolize. Dr. David Morrow from Center for Learning and students, Andrew Sorcina and Xialena St. Andrew spoke about the mural project. A presentation of "The Witness — Community Talk Show" was given by Whitley Porter of Kingdom Culture Worship Centre. Ms. Porter presented a budget and grant request for this project to the FAC. No action taken. Fine Arts Commission - March 10, 2015 Page Two APPROVAL OF MINUTES A motion was made by Commissioner Michael Segura to approve the Minutes from February 10, 2015. The motion was seconded by Commissioner Donna Howard. Motion passed. NEW BUSINESS 1. Multicultural Festival — Commissioner Bronica Taylor spoke briefly about putting together a Multicultural Festival in 2016. It was recommended by Commissioner Lynette Kaplan that Commissioner Taylor look into forming a committee for this project. Commissioner Taylor asked that this item be placed on the April 14, 2015 FAC agenda for further discussion. OLD BUSINESS 1. March Arts Calendar — Copy inserted in Agenda Packet for commissioners' review. 2. Third Thursdays Food Fest — March 19, 2015 — Chairperson Garcia announced that the FAC would no longer have a table at the Third Thursdays Food Fests. 3. Public Art policy and Seccombe Lake Project by S. B. Generation Now — Presentation of the Seccombe Lake Park Murals Project Proposal was given by Jennica Billens of San Bernardino Generation Now. A motion was made by Commissioner Taylor that the Fine Arts Commission draft a letter in support of San Bernardino Generation Now's Seccombe Lake Mural Project. The motion was seconded by Commissioner Babcock. Motion passed. 4. Window Display at Arts on 5t" Street — A presentation on "The Faces and Stories of Downtown" project was given by Tom McGovern, Juan Delgado, professors from Cal State University and Gregory Villanueva, owner of the Arts of Stn building. A grant request was made in the amount of $3,664.00 to assist in the creation of this art project. A motion was made by Commissioner Segura to approve the grant request for "The Faces and Stories of Downtown" project in the amount of $3,664.00. The motion was seconded by Commissioner Howard. Grants Process Revision — Commissioners reviewed revisions to the Application Guidelines for Funding Requests for Visual and Performing Arts. A motion was made by Commissioner Lynette Kaplan to accept the revised grant application and timelines. The motion was seconded by Commissioner Deborah Bunger. Motion passed. 6. Reports from Council Members on status of micro - grants — Chairperson Garcia read email responses from Council Members regarding possible projects in their respective wards. PUBLIC COMMENTS Anthony Victoria, reporter for El Chicano newspaper asked that the FAC contact him with regard to future arts projects and events in the City of San Bernardino. ADJOURNMENT Meeting adjourned March 10, 2015 at 6:10 p.m. The next Fine Arts Commission meeting will be on Tuesday, April 14, 2015 at 4:00 p.m., in the MIC Room, Sixth Floor of San Bernardino City Hall.
