HomeMy WebLinkAbout10-28-2014 FAC mtg minutesa `a+✓ FINE ARTS COMMISSION MINUTES FOR TUESDAY, OCTOBER 28, 2014 In Attendance: Gigi Hanna, City Clerk Commissioners: Dorothy Garcia, Chairperson Barbara Babcock, Alternate Deborah Bunger Donna Howard Bronica Taylor Michael Segura Absent: Velia Marquez Tony Barber Jeffrey Thurman Meeting called to order on Tuesday, October 28, 2014 at 4:03 p.m. in the MIC Room, 6th Floor of City Hall. COMMISSIONER/STAFF ANNOUNCEMENTS City Clerk Gigi Hanna made an announcement about the Mexican Consulate "Catrinas" photographic exhibit at the National Orange Show Gallery in November, 2014. City Clerk Hanna announced that she went before the Legislative Review Committee last month and they approved the updated Ordinance to define what the FAC would be doing. This item will be on the Agenda for the Mayor & Common Council meeting of November 3, 2014. Commissioners Bronica Taylor mentioned the possibility of having a Multi - Cultural event for celebrating Black History Week. APPROVAL OF MINUTES A motion was made by Commissioner Donna Howard to approve the Minutes from October 14, 2014. The motion was seconded by Commissioner Michael Segura. Motion passed. A Page Two Fine Arts Commission Meeting — October 28, 2014 OLD BUSINESS Mural Policy x Chairperson Garcia and Commissioner Michael Segura reported on their discussion with Steven Graham of the City Attorney's office re: the proposed mural policy. Mr. Graham recommended that a public art policy be created. He will work on this and submit it to the commission for review. Grants Committee 1. Grants Committee Report — Commissioner Lynette Kaplan reported that she and Commissioner Deborah Bunger met and put together a preliminary Fine Arts Grants Proposal and Plan which she read to the commissioners. Copies were given to the FAC members. A motion was made by Commissioner Bronica Taylor to take the proposed Fine Arts Grants Proposal and Plan and the authorization of the amount of money that is available to the Grants Committee for review and then bring it back to the FAC for final approval. The motion was seconded by Commissioner Donna Howard. Motion passed. 2. Patrick Jewett Request - Chairperson Garcia presented the request of a donation for the Rosa Parks statue and asked the FAC what their thoughts were in regards to this project request. Chairperson Garcia stated that there were two possibilities for this project. One was to support the artist; the other was to go through a non - profit group. A motion was made by Commissioner Bronica Taylor to fund the project in some manner to be decided at a later date by the FAC. The motion was seconded by Commissioner Donna Howard. Note: Chairperson Garcia broke the tie with a "yes" vote. Motion passed. 3. November 20, 2014 Art Display/Music — City Clerk Hanna said that she would be willing to talk to both art departments at San Bernardino Valley College and Cal State, San Bernardino. Chairperson Garcia suggested that the Application for Artists have the City Clerk's address on it for mailing in or hand delivering. ., Page Three Fine Arts Commission Meeting — October 28, 2014 A motion was made by Commissioner Michael Segura to approve the application. The motion was seconded by Commissioner Bronica Taylor. Motion passed. Chairperson Garcia stated that Richardson Prep Hi made a promise to come out to the Third Thursday Food Fest in January 2015. Commissioner Deborah Bunger suggested that an invitation for participation go out to the schools. Gigi Hanna will create a letter for the schools signed by her and the Chairperson Garcia. Chairperson Garcia stated that a table and volunteers were needed for the drawing at the Third Thursday Food Fest. Commissioners Barbara Babcock, Bronica Taylor and Donna Howard volunteered to sit at the table from 11:30 p. m. to 1:00 p.m. and Chairperson Chairperson Garcia and Ms. Hanna will be at the table from 1:00 p. m. to 2:30 p.m. 4. Proposed Business Plan - Chairperson Garcia stated that Commissioners Donna Howard and Barbara Babcock met to discuss the draft FAC Business plan. Chairperson Garcia went over the plan with commissioners. A motion was made by Commissioner Bronica Taylor to accept the proposed Business Plan. The motion was seconded by Commissioner Michael Segura. Motion passed. 5. Possible Trip to Pomona/Riverside — It was suggested that commissioners meet on Thursday, November 6, 2014 for a trip to the Riverside Artwalk and/or the Pomona Artwalk on Saturday, November 8, 2014. Gigi Hanna will be sending an email to commissioners to see who would be available for either of those dates. NEW BUSINESS 1. Art Calendar for November 2014 — Chairperson Garcia suggested that the calendar be placed on the City's website. City Clerk Hanna made a suggestion to make a graphic calendar with the boxes. FAC members suggested color coating for the different events. Ms. Hanna will work on the calendar. 2. Dates for November /December meetings — Chairperson Garcia stated that the next meeting will be set for Tuesday, November 18, 2014 at 4:00 p.m. F Page Four Fine Arts Commission Meeting — October 28, 2014 PUBLIC COMMENTS None Adjournment: 19 Meeting adjourned October 28, 2014 at 5:39 p.m. The next Fine Arts Commission meeting will be on Tuesday, November 18, 2014 at 4:00 p.m., in the MIC Room, Sixth Floor of San Bernardino City Hall.
