David Alder Tony Barber Ashley Dial Vella Marquez Bronica Martindale Meeting called to order on Tuesday, September 9, 2014 at 4:05 p.m. in the City Clerk's Conference Room, 2„d Floor of City Hall. ANNOUCEMENTS Michael Segura announced that the FAC Facebook page is online. He and Barbara Babcock can make changes and additions to the page. Commissioners can send him notices of coming arts events which will be put on the page. APPROVAL OF MINUTES A motion was made by Barbara Babcock to approve the Minutes from August 5, 2014 with corrections. The motion was seconded by Donna Howard. Motion passed. A motion was made by Michael Segura to approve the Minutes from August 26, 2014. The motion was seconded by Lynette Kaplan. Motion passed. Page Two Fine Arts Commission Meeting - September 9, 2014 NEW BUSINESS Introduction of speaker Mark Persico, Interim Director of Community Development. Mr. Persico spoke about Mural policies and regulations. He also stated that our city currently doesn't have a mural policy /ordinance. He recommended that anything that is put up needs a permit and that murals on public property would need to go Council. Lynette Kaplan suggested that a subcommittee be created to do an artistic evaluation of proposed murals and that it should be someone who has a visual arts background. Chairperson Garcia mentioned that Michael Segura has had a lot of requests from property owners who want to put up murals, but there is no process at this time. Mr. Persico stated that there should be some sense of urgency to get something drafted to the Council sooner, rather than later so that we can have an official policy. Mr. Persico indicated that the majority of the murals in the city are illegal. He stated that once there is a policy in place, the FAC and the Community Development Department would have a role on how to approve those they deem appropriate and this would ultimately be policed by Code. Chairperson Garcia asked the commission members what they would like to do in the interim before we get this policy put together. Lynette Kaplan made a motion to put process of evaluations into the hands of Planning Commission until an effective policy is written. Motion died for lack of second. Chairperson Garcia asked Mr. Persico if we could give interim permission to go ahead with murals. Chairperson Garcia suggested that Michael Segura speak to someone on the art faculty at Cal State to see if they would sit with his committee and possibly Mandy Batallo who is Chair of the Art Department at San Bernardino Valley College to discuss this further. It was suggested that he speak to Margaret Perry at Cal State since she has a visual arts and performance arts background. Mr. Persico felt that the Planning Commission needs to be involved in public property murals only. Page Three Fine Arts Commission Meeting - September 9, 2014 A motion was made by Lynette Kaplan to stay currently with City policy that no murals are legal; and that we are no longer grandfathering in other than El Sol who will be allowed to stand as is through the conditional use permit process. It was seconded by Deborah Bunger. Motion passed. THIRD THURSDAY FOOD FEST Mr. Persico announced that they now have the final flyer with the list of vendors. The Chamber of Commerce will be inserting it in their newsletter which gets mailed out Friday. His department will be distributing it downtown, and all of their partners will be distributing through their various networks. He will be sending an electronic version of the flyer to Gigi so she can forward to the commissioners. Their Facebook page is SBThirdThursdays. He indicated it would be up by the end of this week. Mr. Persico stated that Mickey Valdivia, Director of Parks, Recreation, and Community Services is responsible for the entertainment and there will be a stage set up. Mr. Persico indicated that he is anticipating and planning for 1,500 attendees at the first event. APPLICATION FOR ARTISTS Chairperson Garcia stated that Gigi Hanna included an application for artists in the packet. Commissioners discussed the Application for Artists. Chairperson Garcia would like the City Clerk's office to accept the applications and asked if they could use October 1, 2014 as the deadline for returning the applications and have information set up sheets sent to artists before October 16, 2014. Further discussion was made pertaining to the setup, drop off and parking for vendors. She also indicated that the artists will need to complete the application. They will not be able to just show up. Chairperson Garcia stated that she would work with the City Clerk's office in terms of what we need to do. She will also speak with Parks, Recreation, and Community Services to see what they suggest. Michael Segura suggested applicants state on their applications whether or not they would like their information on the FAC database. Page Four Fine Arts Commission Meeting - September 9, 2014 ROOSEVELT BOWL INFORMATION AND REQUEST Chairperson Garcia stated she was asked by the Mayor's Office if the FAC would be willing to designate a certain amount of money to assist in the renovation of the Roosevelt Bowl. She said that Junior University cannot be the only organization that the renovation would take place for. She stated that Junior University is wonderful and it needs to stay in San Bernardino, however, the goal would always be to get more use out of Roosevelt Bowl. There are other things that could be happening there that are not happening right now. Chairperson Garcia stated that we would have to indicate if we feel that some of the Arts and Cultural Affairs money should go to assist in renovating Roosevelt Bowl. Lynette Kaplan suggested that the FAC state that they would endorse this if certain criteria was met. Chairperson stated that this was a Parks, Recreation, and Community Services project, but that department doesn't have funds to do it. Chairperson Garcia asked Lynette to work with Jeff Thurman and put together the criteria for the Roosevelt Bowl. She also asked that the City Clerk's office set up a meeting with Mickey Valdivia, Lynette, and Jeff Thurman. FINE ARTS COMMISSION STATUS OF ORDINANCE REVISIONS Chairperson Garcia reported that Gigi Hanna sent the attached draft Ordinance document to the City Attorney's office for review. She indicated that when it comes back to the FAC they could make changes at that point if necessary. If the FAC does make changes, it will then have to go back to the City Attorney's office before it goes to the Legislative Review Committee and then to the Council. ROLES OF COMMISSIONERS Chairperson Garcia explained based on her opinion and what Mr. Empeno talked about at the August 5, 2014 meeting, that no Commission member has the right to speak on behalf of the FAC outside of the meetings unless the FAC has given them permission. As individuals they have the right to do that, but when they speak they do not speak for the FAC unless they have authorization from the FAC to do so. Page Five Fine Arts Commission Meeting - September 9, 2014 OLD BUSINESS Chairperson asked Michael Segura to meet with his subcommittee again and include Deborah Bunger in the committee. Citizen Jeffrey Thurman asked to be included in this committee. Chairperson stated that Velia Marquez offered to work on the Grants Committee and has been appointed. COMMISSIONER/STAFF ANNOUNCEMENTS PUBLIC COMMENTS None Adjournment: Meeting adjourned September 9, 2014 at 5:45 p.m. The next Fine Arts Commission meeting will be on Tuesday, September 23, 2014, in the MIC Room, Sixth Floor of San Bernardino City Hall.
