MINUTES FOR TUESDAY, AUGUST 26, 2014

Meeting called to order on Tuesday, August 26, 2014 at 4:05 p.m. in the Sixth Floor MIC
Conference Room.
NEW BUSINESS
Chairperson Dorothy Garcia clarified the role of Alternate members. She stated that according
to the updated Ordinance, an Alternate can take the place of any commission member who is not
present. She also stated that it was important if at all possible alternates should to come to every
meeting whether they will be voting at the time or not so that they know what is going on.
MURAL ORDINANCE POLICY
Michael Segura reported that the Sub - committee met once in the last two weeks. Michael
Segura asked that his Mural Sub - committee be given another two weeks for presentation of the

Mural Ordinance revisions and recommendations. This would take place at the next meeting of
September 9, 2014.
Michael Segura stated that there are a lot of small details that need to be discussed; i. e.,
changing the duration of the murals to three years instead of five years, alteration of murals,
paint, raise the application fee to $50.00, review of applications and murals, preliminary review
by staff, development standards, and prohibited murals.
Gigi requested that she be provided a copy of the proposed changes, and she would run it by
legal and bring to the commission for further discussion at the next meeting of September 9,
2014. She will also speak to Mark Persico, Interim Director of Community Development about
attending the next meeting. She also stated that Mr. Persico is very supportive of a mural policy.
Chairman Garcia stated that the Sub - Committee will continue to meet and send the changes that
they recommend to the City Clerk's office. Gigi will also ask Mark Persico to come to the next
Fine Arts Commission meeting as well as Mickey Valdivia, Director of Parks, Recreation, and
Community Services so that they could contribute to the discussion.
APPOINTMENT OF SUB - COMMITTEES
Chairperson Dorothy Garcia stated that she wanted to appoint a Sub - Committee for the Business
Plan to Mayor and would like to sit with this committee. Barbara Babcock and Donna Howard
were appointed.
Discussion between the Fine Arts Commissioners took place regarding the grant funds,
allocation of those funds, the criteria that was set up in the past, ways to monitor the budget for
organizations and how money is spent.
Chairperson Dorothy Garcia stated she wanted to appoint a Sub - Committee for the Allocation of
Grants Fund. Lynette Kaplan and Deborah Bunger were appointed.
OLD BUSINESS
FAC Database
Gigi Hanna stated that she has information for the database list that was sent to her by the
commissioners, but asked that the commissioners please provide additional names of artists,

venues, people looking for performances, and people looking to give performances for the
master list. She didn't feel that the database list we have now is as complete as it ought to be.
Once she receives all the information she will have the list placed online.
Chairperson Garcia suggested creating a calendar for posting announcements.
It was decided that Michael Segura would be setting up a Facebook page for the Fine Arts
Commission.
Film Production Catalog
Gigi stated that they are coming up with a template for the actual book. She also stated that
someone would be shooting the venues for the book and if anyone comes across a possible venue
to please make a list.
POSSIBLE PROJECTS
Chairperson Garcia announced that there would be a Food Fest at Court Street Square every third
Thursday beginning October 16, 2014. She suggested that the commissioners contact some
artists for this event.
Tony Barber recommended that we have an Art Fair here on City Hall grounds to get the
community to come downtown.
Gigi stated that the City Clerk's office needs to be the contact for the artists that are coming to
the event since they will need to take out business licenses if they are planning on selling items.
She suggested that we contact artists that are willing to display their art on the grass on
Thursdays just to be supportive.
Barbara Babcock suggested the commission have a drawing of gift cards or free tickets to an
event.
Michael Segura suggested free tickets for a music event. Commissioners suggested free tickets
to the Symphony or Sinfonia would be a good idea. Chairperson Garcia stated she would get the
tickets.

COMMISSIONER/STAFF ANNOUNCEMENTS
Chairperson Dorothy Garcia announced that the Latino Artist Exhibit starts on September 5,
2014 at the San Bernardino County Museum.
Dorothy Garcia also announced the 2014 Arts Connection Conference on September 13, 2014.
She stated that the cost is $50.00 per person unless you are a member of the Arts Connection. It
is for artists, art administrators, and art advocates and it will be at Victoria Gardens. The main
speaker is the executive director of the California Art's Council. She also announced that there
would be a Food Fest at Court Street Square beginning on Thursday, October 16, 2014 from
11:00 a.m. to 2:00 p.m.
Michael Segura announced that there would be a Downtown Summer Festival on August 30th
and 31St, 2014. There will be Art and Music for two days. He suggested that as Art
Commissioners they should all check it out to see how they can improve future events and make
them better.
FINE ARTS COMMISSION ORDINANCE REVISION
Gigi Hanna announced that it was still in the City Attorney's office, but we should be receiving a
copy of the proposed revision at the September 9, 2014 meeting. Gigi stated that once the Fine
Arts Committee looks it over, if they are agreeable then it will go to the Legislative Review
Committee. If the Legislative Review Committee approves it, it will then go to Council possibly
the first meeting in October.
PUBLIC COMMENTS
Matthew Muir, Legislative Aide, Mayor's Office discussed and explained the Amendments to
Municipal Code Chapter 2.30 which were drawn up by Michael McKinney, Mayor's Chief of
Staff. The commissioners were confused about the information provided and did not wish to
discuss any further. Chairperson Garcia stated that the commission was proposing a slight
revision of the Ordinance and that the City Attorney's office would be handling it further. A
copy of the document was provided to each commissioner.

Meeting adjourned August 26, 2014 at 5:19 p.m. The next Fine Arts Commission meeting will
be on Tuesday, September 9, 2014, Second Floor, City Clerk's Conference Room.
