Financial Impact:
The total cost differential between the current and proposed salary and benefits is
approximately $12,579.75 annually. The cost to fund the remainder of fiscal year 2016-
2017 is approximately $7,400.00, which will be absorbed through salary savings within
the operating budget of the Parks, Recreation and Community Services Department.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action
None.
Background
The mission of the Parks, Recreation & Community Service Department is "to create
and preserve a diversified system of open spaces and recreation and community
services programs that meet the social and leisure needs and enhances the quality of
life for all residents in the city." The Interim Director of Parks, Recreation & Community
Services has reviewed the organization of the Park Maintenance Division and has
determined that a change should be made for the proper execution of the department's
responsibilities.
Special Events
Parks Maintenance Supervisor has the additional duty of helping with special, city-wide
events. The Supervisor contributes to the planning and organizing of the special, city-
wide events and has oversight of the set up and tear down of events and handles
supervision of staff during the events.
Cemetery
The Cemetery Supervisor position was absorbed by the Parks Maintenance Supervisor
in 2008 resulting in additional duties placed upon the Parks Maintenance Supervisor
that are currently not included in the Parks Maintenance Supervisor's job description.

overseeing of burial services, marker installation/oversight/implementation.
Quality of Life
The Quality of Life Team duties were added to the Parks Maintenance Supervisor's
position in September of 2015. These duties include; but, are not limited to scheduling
and supervision of assigned non-safety staff in conjunction with the San Bernardino
Police Department, procurement of materials and equipment for the use by the Quality
of Life Team, citywide removal of illegal dump sites and abandoned illegal camp sites.
The recommended adjustment is as follows:

Salary/Benefits
Middle Management bargaining group met formally with Human Resources staff and
concurred with the proposed changes.
