Financial Impact:
An allocation of$125,002.58 would be needed to fund the position for the remainder of
this fiscal year, 2016-2017. Subsequent years' budget would include the full funding
associated with this position.

Background
On May 21, 2015, the Mayor and Common Council adopted Resolution No. 2015-103
approving the Recovery Plan and the Plan of Adjustment and authorized the City
Attorney and City Manager to file the plans with the Bankruptcy Court, which marks one
of the final steps on the path to exit bankruptcy. A core set of principles formed the
basis of these plans. One of the core principles was that the end result of the
bankruptcy restructuring process is to establish a sustainable government equipped to
deliver a competitive mix of municipal services meeting industry standards in a manner
that is solvent from a budgetary and service delivery standpoint.
To accomplish this mission, the City is strategically rebuilding the administrative and
corporate systems to reflect a modern organizational structure that supports
performance and positions the City to deliver at an average or better level of service.
Effective administrative and corporate systems are necessary to enable the
organization to make informed management decisions and policy recommendations,
keep up to date with regulatory obligations, and systematically plan for improvements.
As part of this rebuilding process, key positions throughout the organization will need to
be filled, and emphasis will be continue to be placed on recruiting and retaining talented
employees who are capable of delivering quality service to the community.
In recent years, the number of employees has been reduced, and investments in

training and technology were severely curtailed. At the same time, the demand for
municipal services has increased. Each employee is valuable, and it is important the
City provide an environment that enables the remaining employees to be as productive
as possible and deliver quality service through investments in training and development
and productivity-boosting information technology systems.
Information Technology (IT) staffing has been reduced by 30 percent since 2012 which
adversely affects the Department's ability to support the communication and information
technology systems at City Hall, the Police Department, and municipal offices at
multiple remote locations and to assist internal and external customers in accessing
information and conducting business with the City. Hardware and software is at end-of-
life with many computers more than 10 years old. New systems modules have not been
implemented or are not being used to the fullest potential, and application architecture
and standards are non-existent. Further, there is no comprehensive plan for business
continuity or disaster recovery should systems fail, and with the severe reductions, the
IT Department is not able to effectively evaluate, integrate, and support new
technologies, which are critical for the City to meet service demands.
Funding for the Director of Information Technology (U) position was eliminated in 2011.
While the decision not to fund the position has assisted in reducing personnel costs, it
has adversely affected the Department's ability to provide critical services and planning
for future technology needs, and re-establishing and filling this position is highly
recommended.
Attached is the Job Description for the Director of Information Technology (U) position.
At salary range 4640, the annual cost is $214,290.14, which includes salary of $157,584
and benefits of $56,706.14.
If re-establishing the position and allocating the funding for the remaining seven months
of this fiscal year is approved, the City Manager has identified a candidate who has the
skills, education, and experience required. The candidate is available to begin
employment with the City in December 2016.
Fiscal Impact
Funding for the Director of Information Technology (U) position was not included in the
fiscal year (FY) 2016-17 Adopted Budget. An allocation of $125.002.58 would be
needed to fund the position for the remaining seven months of this fiscal year.
Subsequent years' budget would include the full funding associated with the position.
Recommendation
1. Re-establish the position of Director of Information Technology (U) position,
Range 4640, $10,804.00 - $13,132.00/month, and the job description for said
position, attached hereto as Exhibit "A", is hereby approved.
2. Authorize the Interim Director of Human Resources to update Resolution Nos.
97-244 and 2011-218 to reflect these changes.
3. Authorize the Director of Finance to amend the FY 2016-17 budget to reflect

Under general policy direction, plans, organizes, directs and manages the activities and operations a

DISTINGUISHING CHARACTERISTICS
Director of Information Technology is responsible for managing, directing and integrating the
functions, programs and activities of the Information Technology Department,which provides broad, a
comprehensive City-wide information systems and technology programs and services for City a
departments, including business and public safety applications,technical systems, networking and o
data communications systems and technology, data management, specialized GIS systems and c
centralized customer support services. The incumbent is also responsible for managing the City's
telecommunications services. The incumbent exercises leadership in formulating technology
strategy and establishing long-term technology direction for the City. Assignments are broad in c
scope and allow for a high degree of administrative discretion in their execution. �°�

1. Plans, organizes, controls, manages and evaluates the work of the Information Technology o
department; with subordinate managers and supervisors, participates in establishing
operational plans and initiatives to meet department goals and objectives; implements
departmental plans,work programs, processes,procedures and policies required to achieve
overall department performance results; coordinates and integrates department functions o
and responsibilities to achieve optimal efficiency and effectiveness; participates in Q

2. Participates with the City Manager, elected officials and other managers in establishing
