Justification for the Request
The Executive Assistant position is being vacated on November 23, 2016; the previous
Executive Assistant resigned.This is a budgeted position.
The Executive Assistant is a critical position that provides direct support to the
Administrative Division, Building & Safety Division and the Land Development Division.

This position acts as the Recording Secretary for the Board of Building Commission and
Handicap Appeals Board. In addition to coordinating schedules and managing calendars
this position screens visitors and telephone calls for division managers, conducts
research, prepares reports, and prepares invoices for payment. If this position is not
filled, these duties will fall to one Executive Assistant who currently supports two other
divisions.

The classification of Police Lieutenant has nine authorized positions, all of which are currently
filled. The previously-approved Police Department Master Plan calls for the addition of a tenth a
Police Lieutenant position beginning July 1, 2017 (FY 2017-2018). The Police Department has
an immediate need for an additional Police Lieutenant. Sergeant Vicki Cervantes is therefore
recommended for promotion to Police Lieutenant effective January 9,2017. This will be an
"overfill"through June 30, 2017.

Ms. Aldaco will fill one of two budgeted Accounting Technician positions in the _a
City of San Bernardino's Finance Department. As an Accounting Technician Ms. a
Aldaco will be responsible for processing a high volume accounts payable
invoices and requests for payment. These functions must be addressed in a E
timely manner in order for the City to operate efficiently.

Ms. Aldaco currently works as an Accounting Assistant in the Finance
Department. As such, she brings valuable knowledge and skills to the
