San Bernardino County and fourteen Cities for the San Bernardino Valley
Coordinated Traffic Signal Timing System Program Tiers 1, 2, 3 & 4.

On February 22, 2011, the Mayor and Common Council adopted Resolution No. 2011-

No. 11223 with San Bernardino Associated Governments, San Bernardino County and
fourteen Cities for the San Bernardino Valley Coordinated Traffic Signal Timing System

MOU No. C11223 was approved by the Mayor and Common Council on September 6,
2011. The MOU was signed by SANBAG January 4, 2012.
Justification for Changes:
The San Bernardino Valley Coordinated Traffic Signal Timing System Program Tiers 1,
2, 3 & 4 is complete and MOU C11223 is set to expire on September 30, 2016. There
was no mutual consent of any of the parties to terminate or extend this MOU.
To ensure the SBVCTSS continue to operate in an efficient manner, including
maintaining traffic signal coordinated timing across jurisdictional boundaries, SANBAG
is proposing a new Cooperative Agreement (Local Agency Retiming), to supersede
MOU C11223 to continue the system constant monitoring and maintenance to ensure
maximum benefits of the systems and to reduce delays and improve travel times,
mobility and air quality in the San Bernardino Valley.
The new Cooperative Agreement will assist in obtaining the maximum benefit of the
system, SANBAG and the City of San Bernardino wish to work in partnership to
maintain the system corridors listed in Table 1 (Exhibit "B") attached hereto, by
conducting a periodic assessment of the system.
Approval of this Cooperative Agreement is in the best interest of the City. Therefore,
staff is recommending that the Resolution be adopted and Cooperative Agreement be
signed.
