Establishing the Classification of Community Engagement Specialist, Reclassifying the
Classification of Community Engagement Officer to Community Engagement Specialist
and Deleting the Classification of Community Engagement Officer for the Police
Department
Discussion:
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On July 20, 2015 the Mayor and Common Council approved the resolution of
establishing the Position of Community Engagement Officer and approving the job
description for the City of San Bernardino Police Department.
Background:
The Community Engagement Officer is a community relations professional, responsible
for enhancing the Police Department's presence in the community and for developing
and implementing communication strategies. Following the implementation of this
position last year, concerns related to the Community Engagement Officer title and
minimum qualifications for the position arose, warranting the following
recommendations.
The Community Engagement Officer, often referred to as the "CEO," acts as
spokesperson and media liaison for the Police Department. The CEO abbreviation for a
Police Department spokesperson and community relations specialist can be misleading
to the media and members of the public, who commonly associate "CEO" with a Chief
Executive Officer. In order to avoid potential confusion regarding the role of the
Community Engagement Officer, a classification title change to "Community
Engagement Specialist" is recommended. The requested changes to the minimum job
qualifications is due to the Police Department having experienced significant difficulty
recruiting qualified candidates for the two vacant Community Engagement Officer
positions. During recruitment efforts for this position, Police Department staff has
determined that the foregoing minimum requirements are not commensurate with the
associated salary range. Candidates with a four-year college degree and two years of
relevant experience command higher salaries in the private sector, making recruitment
for the Community Engagement Officer position especially challenging. To facilitate the
recruitment of qualified candidates with relevant education and/or work experience, it is

recommended that the minimum qualifications be realigned to more closely match the
existing salary range as follows:
(1)A typical way of obtaining the knowledge, skills, and abilities outlined above is
graduation from a four-year college or university with major coursework in
journalism, public administration, communications, public relations/marketing, or
closely related field.

(2) An Associate's degree in journalism, public administration, communications,
public relations/marketing, or a closely related field and two years of marketing or
public relations experience,
OR
(3) Four years of marketing or public relations experience,
OR
(4) Any combination of education and experience that provides equivalent
knowledge, skills, and abilities.
This minimum qualifications realignment will allow for the Police Department to more
effectively recruit entry level candidates to this position, while maintaining the existing
salary structure.

The preferred candidate will have a proven track record for implementing public relations and 06
marketing strategies to increase effective communications within government agencies or m
private corporations. Experience in technology including social media, web and mobile
applications to leverage their use in internal and external communications is essential. Graphic, m
video and web design abilities a plus.

The ideal candidate will be a self-starter who possesses exceptional interpersonal, verbal and
written communication skills. The selected candidate will possess the ability to motivate others,
