Financial Impact:
The adopted FY 2016/17 budget already reflects a 3.5% salary increase ($112,828.00),
therefore the impact of the 2016 186 salary survey will be an additional amount of

Synopsis of Previous Council Action:
On December 1, 2014, the Mayor and Common Council approved the establishment of
salaries for Police Department Ranges P-4 (Lieutenant), P-5 (Captain), P-6 (Assistant
Chief of Police), and P-7 (Chief of Police) effective August 1, 2015.
Background:
Section 186 of the City Charter establishes a formula for setting annual salaries for local
safety members to be effective August 1st of each year. The City and the Police
Management Association (PMA) have met and have reached an agreement for the 10
cities to be used for this year's calculations. The salaries of those 10 cities have been
averaged to determine 2016 salaries for Police Safety Management classifications.
The agreed to 10 cities included:
Santa Rosa Fontana
San Buena Ventura Downey
Glendale Torrance
Fairfield Burbank
Salinas Vallejo

The San Bernardino PMA Agreement Resolution No. 2015-255, provides that as of
August 1St of each year the Agreement is in effect, salaries shall be increased by a
minimum of 3.5%. In the event that the annual Charter 186 salary adjustment for each
classification surveyed exceeds 3.5% the difference in higher amount shall determine
the salary for the classification.
Based on the completed salary survey and the MOU agreement, adding annual fringe
benefits and other salary-driven costs (CaIPERS, Unemployment, Medicare), which rise
with salary increases, the total increase to the General Fund for salaries and benefits for
the Police Management Unit for FY 2016/17 is $118,214.00. The adopted FY 2016/17
budget already reflects a 3.5% salary increase ($112,828.00), therefore the impact of
the 2016 186 salary survey will be an additional amount of$5,386.00.
