Justification for the Reauest
There is a vacant Building Inspector II position. Martin True would be responsible for
performing skilled inspection work inthe enforcement of building,ADA accessibility,
Title 24 energy standards,zoning, mechanical, plumbing,electrical,housing,and related
codes and regulations governing the construction, alteration, repair and use of buildings
and structures.

The Department has currently has three (3)full-time Building Inspector II positions
budgeted. These positions are key to the Department as they perform inspections on
every permitted project within the City. One (1) position is currently filled with a full-
time employee, and two (2) positions are filled by contract Building Inspectors through
an outside agency.
It is critical that this position be filled, as there is a high volume of building inspection
requests.When understaffed, the Building&Safety division cannot provide next day
building inspections to the public,which leads to delays in construction projects.

We are bringing Martin True in at Step 18 due to his experience and what he is able to Q
offer the City. Martin has over 12 years of experience as a Building Inspector,and has
been a contract Building Inspector for the City of San Bernardino for over a year. He has °'
the education, certifications and experience necessary to fill the position and will be °'
highly beneficial for our team.

There are twenty eight authorized positions for Police Dispatcher I/11. Currently the position of Q
Police Dispatcher I (flex)has eight vacancies. Mr. Liggins has successfully completed all phases
of the testing and background process and is eligible to for an appointment to a Police Dispatcher
I (flex) position.

Justification/Reason for Request
Ms. Demauro is highly qualified to fill the Principal Acountant role,with an extensive
background in technical accounting matters,having worked for a variety of public o
accounting firms and other municiapl agencies,both large and small. Further, she has
been instrumental in getting the City's backlogged financial audits current including the
completion of the 2013, 2014 and 2015 audits. Her interest in continuing with the city
on a permanent basis is a wonderful opportunity to capture the experience/knowledge she
has gained over the last two years working as a consulatant for the City. There are many a
significant challenges facing the Finance Department. Ms. Demauro's experience with
auditing and establishing internal controls,together with the specific experience she has
garnered during her time with the City of San Bernardino,make her appointment as
Principal Accountant a key hire for the Finance Department. With a Bachelor's Degree
in Accounting and more than 14 years of accounting experience it is recommended that
Ms. Demauro start at a salary step 21.
