Financial Impact:
The estimated cost installing the stop signs and pavement markings will be
approximately $ 5,000.00 and will come out of account no. 126-400-0093-5111.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
None
Background:
College Avenue between University Parkway and Lilac Street:
The Public Works Department received a request to evaluate the intersection of College
Avenue and Revere Avenue for stop signs. This intersection is currently uncontrolled.
Staff expanded the investigation to include all streets that intersect College Avenue from
University Parkway to the end College Avenue. The end of College Avenue is
approximately 0.8 miles north of University Parkway.
Ten streets intersect College Avenue within this segment length. Five of these
intersections are controlled by stop signs the other five are not controlled. Staff
determined that safety would be enhanced by installing stop signs on all the approaches
to College Avenue within this road segment and therefore recommends that College
Avenue be declared a through highway thereby authorizing the installation of stop signs
at all approaches to College Avenue within these limits.
Staff therefore recommends that College Avenue be declared a through-highway from
University Parkway then northwest to and including Lilac Street. This will allow the
installation of stop signs on all approaches to College Avenue within this road segment.

Pumalo Street at Conejo Drive and Pumalo Street at Erwin Avenue:
The Public Works Department received a request to evaluate school pedestrian safety
on Pumalo Street in front of Jefferson Hunt Elementary School. In the course of the
evaluation, it was noted there are two uncontrolled intersections in the immediate
vicinity of the school. These intersections are Pumalo Street at Erwin Avenue and
Pumalo Street at Conejo Drive.
Staff determined that traffic safety, including that of school pedestrians would be
enhanced if stop signs are installed on each of these street's approaches to Pumalo
Street.
Staff therefore recommends that the attached Resolution be approved authorizing the
installation of stop signs on Conejo Drive's and Erwin Avenue's approaches to Pumalo
Street.
Allen Street at Julia Street:
Public Works received several requests to evaluate the intersection Allen Street and
Julia Street for pedestrian safety. Particularly for school pedestrian safety as
Dominguez Elementary School is immediately adjacent to the intersection and children
on their way to/from school cross at this intersection. One of the requests is that a three-
way stop be installed. This is a "T" type intersection that is currently controlled by a one-
way stop.
Since both of these streets are classified as local residential streets and carry low traffic
volumes, the intersection was evaluated for three-way stop in accordance with the City's
Administrative Policy for Stop Sign Installation. A petition was prepared by staff and
signed by the residents in the vicinity of the intersection.
Pursuant to the evaluation staff has determined that this intersection meets Warrant "B"
of the Administrative Policy (See attachment). This warrant is satisfied when sixty (60)
percent of the residents located within six-hundred (600) feet of the proposed stop
controls sign a petition agreeing to the installation and at least two other criteria are met.
At this intersection criteria B-1 and B-5 are met. Part B-1 is met when a school is
located within 600 feet of the intersection and is on the suggested route to school. Part
B-9 is met when the intersection is abutting a park, major shopping center or other high
pedestrian use facility. In this case, Meadowbrook Park is located adjacent to the
intersection on the northwest corner.
Since the intersection meets warrant "B" of the Administrative Policy for installation
signs, staff recommends the installation of a three-way stop at the intersection of Allen
Street at Julia Street.
