RAYA Subject: ESTABLISHMENT OF SALARIES FOR FIRE DEPARTMENT RANGES P-1, Dept: HUMAN RESOURCES P-2 & P-3, P-4, EFFECTIVE AUGUST, Date: SEPTEMBER 2, 1998 ORONAL 1 1998 Synopsis of Previous Council Action: On September 18, 1997, the Mayor and Common Council established salaries for Fire Department Ranges P-1, (Firefighter), P-2 (Firefighter/Paramedic), P-3 (Fire Engineer), P-4 (Fire Investigator and Captain), effective August 1, 1997. Recommended Motion: 1. That the salaries for Fire Department Ranges P1, (Firefighter), P-2 (Firefighter/Paramedic), P-3 (Fire Engineer), P-4 (Fire Investigator and Captain) be established, effective August 1, 1998, as outlined in the attached Staff Report. 2. That the Human Resources Department prepare an amendment to Resolution No. 6429. 3. That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year 1998-99 Budget to transfer $449,300 from General Government Budget (001-092-5011) and $212,200 from the General Fund Reserve Balance (001-00-3405) to the Fire Department Budget in the General Fund. City staff has reached agreement with Fire Safety Employees on the ten cities whose salaries will be averaged to determine this year's P-1, (Firefighter), P-2 (Paramedic/Fighter), P-3 (Fire Engineer), P-4 (Fire Investigator and Captain) salaries for the Fire Department. Additionally to better reflect the Fire Department's staffing levels and overtime cost for FY 98-99, the Fire Department transferred the amount budgeted for salaries and benefits for 20 vacant positions (12 firefighters and 8 Paramedics) into overtime. Due to this budget change the Fire Department overtime account should be increased by $76,930. The total cost for salaries, benefits, and overtime for the Fire Safety Unit Charter Section 186 increases is $661.51 4. Resolutions 6429 and 6413, Section 13 will be updated to reflect the revised salaries. Note from the Finance Director: With all the FY 1998-99 negotiations completed for Charter Section 186, the total cost is $1,780,700. Of this amount, $1,712,200 is General Fund costs and $68,500 is Police Grant costs. Since the General Fund budget for Charter 186 costs was approved at $1,500,000, an additional $212,200 needs to be appropriated by the Mayor and Council. Since the Finance Department has not yet completed closing out the FY 1997-98 books, it is recommended the additional $212,200 be appropriated from the reserve fund balance of the General Fund. This action will lower the budgeted reserve from $2,500,000 to $2,287,800. After the FY 1997-98 books are closed, the Finance Department will present a report to the Ways and Means Committee. If any additional fund balance, over what was estimated are identified they will be placed in the reserve fund balance. It is recommended that the Mayor and Council adopt the recommended motion authorizing the Finance Director to amend the FY 1998-99 budget. In summary, Finance reviews what the actual costs were the previous year and budgets that amount for the following fiscal year. The summary table below provides for the last four fiscal years, what was originally budgeted in the General Fund for Charter 186 costs compared to the final actual costs that were approved.
