DATE: September 11, 1998 SUBJECT: FY 98-99 Budget for Charter 186 costs COPIES : Mayor Valles; Common Council ; Ed Raya, Director of Personnel The purpose of this memo is to respond to questions that have come up regarding how Charter Section 186 costs are estimated and budgeted each year. In summary, Finance reviews what the actual costs were the previous year and budgets that amount for the following fiscal year. The summary table below provides for the last four fiscal years, what was originally budgeted in the General Fund for Charter 186 costs compared to the final actual costs that were approved. Fiscal Year Budget Actual Variance 1998-99 1, 500, 000 1, 712 , 200 (212, 000) 1997-98 800, 000 1, 500, 400 (700, 400) 1996-97 737, 300 802 , 047 ( 64 , 747) 1995-96 1, 100, 000 663 , 077 436, 923 In addition to looking at prior year costs, Personnel does do some preliminary survey work by contacting Cities typically used in Charter 186 salary calculations . However, since Cities have not always finalized their safety salaries at the time we are preparing our City budget, this information is not always available and reliable . Please let me know if you have any questions or require any further information. These highly trained professionals must be treated in a fair and equitable manner. sl Ralph H. Prince Time and one-half pay for over-time is a common and accepted rate of City Attorney pay for many Fire Fighters including Fire Fighters in the cities of Colton, Rial- to, Redlands, Berkeley, Fremont, Torrance, Sacramento, San Francisco, etc. By establishing this over-time provision our San Bernardino City Fire Fighters will become equal with other California Municipal Fire Fighters. Last year the San Bernardino Police Department was granted time and one-half for over-time worked in excess of forty (40) hours a week. Fire Fighters are only asking for time and one-half for hours worked in excess of their regular fifty-six (56) work week. This year the logical answer is to allow City Fire Fighters an equal benefit with other city employees. Make the difference and vote YES on CHARTER AMENDMENT A! s/Jill C.
