STAFF REPORT
SUBJECT:
Authorization to establish Forty-five Mile Per Hour speed zone on Del Rosa Avenue between
Marshall Boulevard and 39th Street.
BACKGROUND:
The County of San Bernardino currently maintains a forty-five mile per hour (m.p.h.) speed
limit on Del Rosa Avenue between Marshall Boulevard and Foothill Drive; the eastern half of
this area lies within their jurisdiction. Although there are 45 m.p.h. speed limit signs in this
area, officially the City does not have a speed zone. To resolve this situation the Traffic
Engineering staff conducted a study to determine an appropriate speed zone. The results of the
survey show that critical speeds vary between 46 and 49 miles per hour and average 48 m.p.h.;
therefore, a 45 m.p.h. speed limit is appropriate for this area. This issue was reviewed by the
Traffic Safety Committee at the meeting of June 10, 1998 and the committee concurred with
staff on the recommendation of a 45 m.p.h. speed limit for this area.
FINANCIAL. IMPACT:
Funding for the installation of new speed limit signs, estimated at $600, will come from the
Signing and Striping Materials account. This action is considered routine and there will be no
major impact to the account.
RECOMDAENDATION:
It is recommended that the Mayor and Common Council approve the Ordinance authorizing the
establishment of a Forty-five Mile Per Hour speed limit on Del Rosa Avenue between Marshall
Boulevard and 39th Street.

ORDAIN AS FOLLOWS:

SECTION 1. Section 10.52.040 of the San Bernardino Municipal Code is Amended to

read:

10 "10.52.040 FORTY-FIVE MILES PER HOUR
11 In accordance with and pursuant to the authority of Sections 22357, 22358, and 22360
12 of the California Vehicle Code, the Mayor and Common Council do hereby determine and
13 declare upon the basis of an engineering and traffic survey that a prima facie speed limit of
14
forty-five miles per hour shall be established upon the following streets or portions thereof in
15
16 the City:
17 BASE LINE STREET: Between California Street and Medical Center Drive.
18 CENTRAL AVENUE: Between Arrowhead Avenue and Tippecanoe Avenue.
19 DEL ROSA-AVENUE: Between Marshall Boulevard and Thirty-Ninth Street.
20 FORTIETH STREET: Between Kendall Drive and Electric Avenue; between Waterman
21 Avenue and Golden Avenue.
22 FOURTH STREET: Between Tiajuana Lane and Mount Vernon Avenue.
23 HUNTS LANE: Between Barton Road and Commercial Road.

LITTLE MOUNTAIN DRIVE: Between Twenty-Seventh Street and Northpark
25 Boulevard.
26 NINTH STREET: Between Waterman Avenue and a point six hundred (600) feet east
27 of Preston Street.
28 ORANGE STREET: Between Highland Avenue and Piedmont Drive.
