STAFF REPORT
SUBJECT:
Establishment of the Fire Department Planning Standards Ad Hoc Committee
and appointment of the committee members.
BACKGROUND:
The City of San Bernardino Fire Department has requested the establishment of
citywide emergency response delivery planning standards. In order to do so, the
Mayor requested certain individuals consider volunteering to be a member of a
five-member ad-hoc committee, which would play a pivotal and vital role in
accomplishing this goal.
The mission of the committee will include making recommendations to the Mayor
and Common Council regarding adoption of standards, encompassing the total
reflex service delivery time (TRSDT) components.
Overall, committee work will involve reviewing fire suppression and the
emergency medical aid delivery process. Some general areas of review include:
➢ The Fire Chief and staff will provide an educational overview of the
TRSDT components.
➢ Demonstrations of fire suppression, rescue, and Emergency Medical
Service (EMS) techniques, strategies and tactics will be provided
➢ Committee members will be able to become familiar with the "why"
behind fire service delivery
➢ Surveys of comparable jurisdictions for assistance in decision making
will be conducted and provided
➢ Review and discussion of staffing levels and station locations will be
analyzed
Tentatively, the committee will meet once a month for approximately one year.
Each meeting should last 2-3 hours. At the inaugural meeting, the committee
members will be asked to develop a schedule of meeting dates which will
accommodate all members and staff schedules (logistics, frequency, dates, time,
location, etc.).
The following citizens of San Bernardino have agreed to be committee members:
Councilwoman Esther Estrada
Councilwoman Susan Lien
Fire Commissioner Richard Caldwell
Fire Commissioner Lawrence Veres
Philip M. Savage, Attorney At Law
The target date for submission of an Ad Hoc Committee report to the Mayor and
City Council is November, 1999.

None
RECOMMENDATION:
Staff recommends that the Mayor and Common Council establish the Fire
Department Planning Standards Ad Hoc Committee and appoint members as
recommended.
