STAFF REPORT
BACKGROUND
The City Of San Bernardino has contracted out parking lot sweeping services at the Carousel Mall and five level
parking structure for the past ten-plus years. The past eight years have been with Arrow Power Sweeping of San
Bernardino.Arrow Power Sweeping is a small contractor who depends upon this contract to keep his staff and
equipment in operation.Arrow Power Sweeping has given the City excellent service in the past eight years and has
asked the City to issue a contract to them for the next three years at the same rate as last year.
According to the Building and Construction Blue Book,Arrow Power Sweeping is the only sweeping vendor
located in the City Of San Bernardino.Arrow Power Sweeping has been diligent, responsive and prompt in their
execution of this contract. Liability claims against the City Of San Bernardino due to unsafe conditions in the Mall
and Five Level Structure are low,which is further proof of the caliber of work performed by Arrow Power
Sweeping.
FINANCIAL IMPACT
The Facilities Management budget for fiscal year 98/99 includes funding for sweeping services at the Carousel Mall
and five level parking structure. These services will cost the City Of San Bernardino $56,354 annually for fiscal year
1998/99 through 2000/01. This is the same amount that the City paid for these services in the last fiscal year.
RECQMMENDATION
Staff recommends that this contract be issued to Ac-row Power Sweeping for maintenance services for three years.

SAN BERNARDINO AWARDING A SERVICE AGREEMENT AND PURCHASE ORDER
3 TO ARROW POWER SWEEPING FOR MAINTENANCE SERVICES FOR ONE YEAR
WITH OPTIONS FOR TWO ONE-YEAR EXTENSIONS TO BE UTILIZED BY THE
4 FACILITIES MANAGEMENT DEPARTMENT
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:

8 SECTION 1. The Purchasing Manager is hereby authorized and directed to sign a standard
9 service agreement and issue a purchase order for $56,354.00, for current one year maintenance
services to Arrow Power Sweeping for the period ending June 30, 1999, with options for two one-
10
11 year extensions, for the sweeping of the Carousel Mall and five level parking structures.
12 SECTION 2. The authorization to execute the above referenced purchase order and service
13 agreement is rescinded if it is not issued within sixty (60) days of the passage of this resolution.
