Recommended Motion:
That the request for waiver of fees in the amount of $2,500 for the San Bernardino County Red
Ribbon Committee for the post Red Ribbon Parade activities, and$250 for portable stage trailer rental
fee for use on October 24, 1998, be granted.

STAFF REPORT
SUBJECT: Request by the San Bernardino County Red Ribbon Committee for waiver
of $250 rental fee for portable stage trailer for use as a judge's stand during the Red
Ribbon Parade on October 24, 1998, and for waiver of fees at the San Bernardino Stadium
for the post Red Ribbon Parade activities.
BACKGROUND: The San Bernardino County Red Ribbon Committee has requested
a waiver of fees in the amount of$2,500 for use of the San Bernardino Stadium, and $250
for the portable stage trailer rental fee for October 24, 1998, Red Ribbon Parade related
events.
FINANCIAL IMPACT: The breakdown of the $2,500 cost for use of the Stadium by
non-profit agencies is as follows:
$900 - maintenance and operations (building maintenance, field
maintenance, staffing, vehicle and equipment maintenance),
$900 - utilities
$180 - overhead (10%)
$520 - debt service and depreciation
Costs to operate the Stadium are incurred when the facility is used; either those costs are
recouped from the agency utilizing the facility, or the City subsidizes the event by the
amount of the fees waived.
The rental fee for the portable stage trailer is $250.

On behalf of the Red Ribbon Committee I am making an appeal to the City
of San Bernardino to consider waiving the required fees for use of the San
Bernardino Stadium for the Post Red Ribbon Parade Activities on Saturday.
October 24, 1998. These activities will start at approximately 12:00 noon to
3:30 p.m.
We are also requesting the City to provide a portable stage trailer, which
will be used as a judge's stand during the parade.
We would appreciate any consideration that the City can give to these
