STAFF REPORT
SUBJECT: Request by East Valley Special Education Local Plan Area for waiver of fees
at the San Bernardino Stadium, for the assistive technology and educational software.
vendor faire planned for October 30, 1998.
BACKGROUND: The City received an letter from the East Valley Special Education
Local Plan Area(see attached) requesting that fees in the amount of $2,500 for use of the
Stadium by a non-profit agency,by waived. The East Valley Special Education Local Plan
Area and the San Bernardino County Superintendent of Schools Office will be hosting
an assistive technology and educational software vendor faire at the San Bernardino
Stadium on October 30, 1998.
FINANCIAL IMPACT.- The breakdown of the $2,500 cost for use of the Stadium by
non-profit agencies is as follows:
$900 - maintenance and operations (building maintenance, field
maintenance, staffing, vehicle and equipment maintenance),
$900 - utilities
$180 - overhead (10%)
$520 - debt service and depreciation
Costs to operate the Stadium are incurred when the facility is used; either those costs are
recouped from the agency utilizing the facility, or the City subsidizes the event by the
amount of the fees waived.

On October 30, 1998,from 8:00 a.m. to 8:30 p.m.the East Valley Special Education Local Plan
Area along with the San Bernardino County Superintendent of Schools Office will host an assistive
technology and educational software vendor faire.In addition,presentations will be given
throughout the day on methods for assisting children with disabilities through the use of
technology activities. This event is designed to provide information on the latest technological
devices and programs for children with disabilities.
We are preparing for fifty to seventy-five vendors who will display and demonstrate their products
to an audience of approximately five hundred teachers,school administrators,parents of children
with disabilities and the general public.
We recently reserved the Stampede Stadium.`"The Ranch,"for this unique event,and were told by
the Parks,Recreation and Community Services Department that the rental fee of$2,500 could be
waived by your office for community service projects. Since our program definitely falls within
the description of a community service event and we are a non-profit educational organization,we
are requesting that the$2.500 facility fee be waived. We are more than willing to acknowledge the
City of San Bernardino as a co-sponsor on all advertising,as well as on the event program which
will be dim'buted to all attendees.
Thank you for taking time from your busy scheduled to consider our request. Please let us know
as soon as possible whether or not the fee waiver is approved,so that we can proceed with our
planning.
