Synopsis of Previous Council Action:

SUBJECT
Request for funding for the Down Home Jazz Festival at Franklin D. Roosevelt Bowl in the
amount of $ 1,000 from Civic and Promotion Funds.
BACKGROUND
Appropriation of$ 1,000 from Civic and Promotion Funds to cover costs associated with a free
community concert at the Franklin D. Roosevelt Bowl is proposed. The event, the Down Home
Jazz Festival will be held on October 17, 1998 from 1:00 p.m. to 8:00 p.m. and feature several
jazz artists and bands. This event will be under the sponsorship of the Parks, Recreation and
Community Services Department and will be similar to the Indian Summer and Rites of Spring
Concert series sponsored by this department for many years.
As a free public concert, it will provide a wholesome family cultural event similar to what is
provided by communities throughout the area.
FINANCIAL IMPACT
An appropriation of $ 1,000 from the Civic and Promotion fund would be assigned to an
expenditure account to be controlled by the Parks, Recreation and Community Services
Department. There will be no other costs to the City.
RECOMMENDATION
The department recommends that the appropriation be approved.

Attached is the backup information for the Down Home Jazz Festival
which will be an annual free concert at the Bowl in Perris Hill Park. I am
working with the team in promoting this use of our concert facilities in the
City's Second Ward.
It is important that the City maximize the use of their facilities and I
am requesting one-time seed money of $1,000. In the future, when they
are established, I believe they should produce a program with advertisers
picking up this cost. This, however, is difficult for a first-time event.

Dear Councilwoman,
As you know, Cool Jazz Productions and the City of San Bernardino Parks and Recreation have
been planning this concert since July. We are most confident that this type of event will have a
positive impact on the City of an Bernardino.
You requested that I submit a costs analysis based on my request to you for assistance in making
this event a success. Cool Jazz will incurred the following expenses: Private Security =3 guards
@ 18.50 per hour times 8hours= $444.00 total (see Pinkerton Attachment).
Lights and Sound =Total $350.00 (see Music Box attachment). Printing=approx.$300.00 (see
Instant Image Flyer).
We are asking for assistance with funding the Entertainment itself and Rental of Porta Potty
for the public. the entertainment costs $2000.00 for five bands, and approx.$400.00 for the
sanitation service.

event like this will be annual and can play an significant role in improving the Image of this
fine city.
