Synopsis of Previous Council Action:
November 6, 1995 - Resolution 95-388 authorizing a lease contract for CID between City, County and
Authority for the Handicapped and terminating previous lease agreements.
October 16, 1978 - Resolution 78-708 establishing the Authority for the Handicapped, a joint powers
authority involving the City and County, for the purpose of constructing the CID
facilities and administering operations.
Recommended Motion:
The Parks, Recreation and Community Services Department be authorized to receive $50,000 from the
Authority for the Handicapped for roof repair and carpet replacement at the CID and that the funds be placed
in Parks Construction Funds,

STAFF REPORT
AUTHORIZATION TO RECEIVE FUNDS FROM
AUTHORITY FOR THE HANDICAPPED FOR
ROOF REPAIR AND RE-CARPETING AT THE
CENTER FOR INDIVIDUAL DEVELOPMENT (CID).
Background
The Authority for the Handicapped was created in 1978 as a joint powers authority between the
City and County to oversee the construction and operation of the CID. The agreements
associated with the CID name the City as the lead agency, obligating it to manage the facility and
any repair projects. The Authority has established a reserve account from interest on the lease
payments made by tenants over the past 20 years and has taken action to apply $50,000 from the
reserve to repair the roof and replace the carpet at the CID. By agreement, the City is obligated
to receive these funds and make the repairs. The funds are proposed for placement in Park
Construction Funds and a project number assigned.
Financial Impact
These funds are coming from a reserve account from the Authority for the Handicapped. No City
funds are involved. Completion of these repairs could reduce potential repair and maintenance
costs to the city.
Recommendation
That the Director of Finance be authorized to amend the FY 1998/99 budget to:
1. Increase account #243-363-5504 by $50,000 for repairs to the CID; and
2. Increase revenue #243-000-4651 by $50,000 to reflect the revenue received from the
authority for the handicapped for this project.
