Saenz, City Attorney 23 By: 24 25 2 2016-226 EXHIBIT B a Class Code: M/CC Date Updated: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: General Class Specification COMMUNITY ENGAGEMENT SPECIALIST (Police Department) JOB SUMMARY Under general supervision, performs professional duties related to public and community relations. The Community Engagement Specialist will be responsible for developing and implementing communication strategies to enhance the department's presence in the community consistent with the principles of the department's core mission, vision and values. DISTINGUISHING CHARACTERISTICS The Community Engagement Specialist, working in close consultation with the Department's Chief of Police and Command Staff, will act as a spokesperson for the department, media liaison and community representative, coordinating and implementing public relations tactics including media relations, social media, and community relations activities on behalf of the department. All activities will additionally support the overarching communications strategy for the City as directed by the City Manager's office and Mayor and Common Council. The preferred candidate will have a proven track record for implementing public relations and marketing strategies to increase effective communications within government agencies or private corporations. Experience in technology including social media, web and mobile applications to leverage their use in internal and external communications is essential. Graphic, video and web design abilities a plus. The ideal candidate will be a self-starter who possesses exceptional interpersonal, verbal and written communication skills. The selected candidate will possess the ability to motivate others, establish trust and credibility, develop effective working relationships with community partners and work closely with department and city staff. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude it from the position if the work is similar, related or a logical assignment to this class. 1. Executes communications plan as developed by the department and the city 2. Develops and implements goals, policies, and procedures related to the department and city communications plan. 3. Creates a proactive public relations environment; plans and implements public outreach programs that encompass an integrated communications approach, which can include media relations, social media, advertising, and direct communication. 4. Researches, writes, edits and issues press releases, news articles, feature stories and public service announcements for print, radio, television, and social media. Community Engagement Specialist Page 1 2016-226 EXHIBIT B 5. Ensures comprehensive media coverage for department programs, services and events 6. Interfaces with the media and conducts/organizes press briefings and press conferences where appropriate. 7. Responds to inquiries from the media, neighborhood and community groups, businesses, employees and the public. 8. Prepares written presentations, conducts on-camera interviews and video reports, and/or coordinates city-sponsored video projects. 9. Prepares public service messages for television programming and social media. 10. Responsible for ensuring up-to-date content is displayed on the Department's webpage. 11.As directed, assists the Chief of Police in preparing information materials for presentation and distribution, including written reports and speeches. Identifies speaking opportunities and prepares speeches and proclamations. 12. Represents the department at special events and interacts with the general public, community organizations, businesses, and other public and private agencies. 13. Coordinates schedules and may lead public tours of department facility. 14. Responsible for assisting with communications activities in emergencies. 15. Maintains current knowledge of marketing, media relations and broadcasting techniques, and applicable laws, statutes, codes, and ordinances. 16. Required to maintain a flexible work schedule in order to provide staff support after normal business hours and weekends, as directed GENERAL QUALIFICATIONS Knowledge of., 1. Computer equipment and software applications related to assignment. Ability to: 1. Write effective, high quality, and informative public information copy for a wide variety of uses such as press releases, news stories, public interest stories, newsletters, and pamphlets 2. Plan, direct, organize, and coordinate the police department's media and public relations activities 3. Provide communication to the public on departmental functions and issues 4. Prepare and present oral and written press releases to diverse audiences and effectively represent the City and the department 5. Make public presentations to the media on-camera and on-radio 6. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals with established guidelines 7. Maintain confidential information learned through the normal course of work 8. Communicate clearly and concisely, both orally and in writing 9. Establish and maintain effective working relationships with those contacted in the course of work 11. Work with various cultural and ethnic groups in a tactful and effective manner. MINIMUM QUALIFICATIONS Education, Training and Experience: A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from a four-year college or university with major coursework in journalism, public administration, communications, public relations/marketing, or closely related field. OR An Associate's degree in journalism, public administration, communications, public relations/marketing, or a closely related field and two (2) years of marketing or public relations experience OR Four(4) years of marketing or public relations experience OR Any combination of education and experience that provides equivalent knowledge, skills and abilities. Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education. Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance program may be required for certain assignments.
