The Mayor and Common Council approved the Plan and HUD awarded funds for FYI 996-1997 on July 12, 1996,to be effective on July 1, 1996. Emergency Shelter Grant(ESG)Program funds can be used by eligible non-profits for a variety of homeless service activities, including: shelter rehabilitation,essential services(food provision,transportation),homeless prevention,operations and agency administration. Agencies receiving these funds most show the ability to provide 1 high quality service delivery; satisfy the HUD ESG matching fund(dollar for dollar)requirements;and address identified community"needs"in conjunction with this assistance. To award the funds, a Request for Proposals(RFPs)was released in September 1996,to solicit applications for the ESG funding. Approximately,twenty-five(25)RFPs were distributed and a total of six(6)applications were received. Based on the criteria that agencies have: demonstrated experience and capacity to serve the homeless; the ability to ensure compliance with the community needs of the Consolidated Plan;and,submitted eligible projects for funding, staff carefully reviewed the number of clients served and to be served and recommend the following distribution of the$103,000: The Salvation Army $56,000 Mary's Mercy Center $5,000 Frazee Community Center $30,000 Option House, Inc. $12,000 Operation Grace, Inc. -0- Home of Neighborly Services -0- TOTAL $103,000 The last two applications were not recommended for funding because each requested funds to rehabilitate buildings that are not emergency shelters. Federal regulations will only allow for the rehabilitation of emergency shelters with ESG funds. These agencies have been notified of the federal prohibition. RECOMMENDATION Staff recommends adoption of the form motion.
