Synopsis of Previous Council action: 3/1/82 - Mayor and Council adopted Resolution No. 82-99 which amended the Conflict of Interest Code to incorporate the Fair Political Practices Commission's Standard Model Conflict of Interest Code for the City of San Bernardino. The resolution has subsequently been amended by Resolution Nos. 82-402, 83-462, 84-17, 84-428, 85-97, 86-105, 88-420, 89-16, 91-12, 92-466, 94-31, and 94-362, to change filing requirements of various positions and commissions in the City as outlined in Appendix A and Appendix B. Description) Finance: Council Notes: previously 44 2 Res 96- ��, A� Agenda Ite � rr»' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT TO : Honorable Mayor and Members of the City Council FROM: Rachel Clark, City Clerk DATE : November 14 , 1996 SUBJECT: Request for Council Action - Meeting of December 2 , 1996 - Resolution of the City of San Bernardino amending Resolution No. 94-362 entitled in part, "Resolution . . . amending Conflict of Interest Code . . by amending Appendices A and B to add, delete, and change the titles of various positions within departments of the City which must file Conflict of Interest Statements . BACKGROUND INFORMATION The Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially to determine if it is accurate and up-to-date; or alternatively, whether the code must be amended. Once the determination has been made, a notice must be submitted to the code reviewing body no later than October 1 of even-numbered years . On September 27, 1996, I sent written notice to the Mayor and Common Council/Community Development Commission, that our current City and Economic Development Agency Conflict of Interest Codes would need to be amended. We have 90 days from the date of notice to submit amended codes to the Mayor and Common Council and Community Development Commission for final approval . The City Clerk' s Office notified the Mayor and Council, the Economic Development Agency, and each department/division of the need to amend our list of designated employees . As a result of input from City departments, we have revised the list of designated positions and their respective disclosure categories . Attached is a resolution (and Appendices A and B) amending Resolution 94-362 reflecting changes to the City' s Conflict of Interest Code relating to the requirement for filing of Statement of Economic Interests forms . It is recommended that the Mayor and members of the City Council adopt the form motion. ` Rachel G. Such written determination shall include a description of the consultant's duties and, based upon that description, a statement of the extent of disclosure requirements.
