Synopsis of Previous Council action:
12/18/95 -- Mayor and Council waived fees in the amount of $1660 . 38
for the 1995 Boy Scouts Martin Luther King Day Parade.
Recommended motion:
That the request for a waiver of fees in the amount of $1 , 017 . 92 for
Police and Public Services Departmental costs in connection with the
Boys Scouts of America Martin Luther King Day parade on January 18 , 1997 ,
be approved;
or
That the request for a waiver of fees in the amount of $1 , 017 . 92 for Police
and Public Services Departmental costs in connection with the Boys Scouts
of America Martin Luther King Day parade on January 18 , 1997 , be denied.

STAFF REPORT
On January 18, 1997, the 3rd Annual Martin Luther King Jr. Parade,
sponsored by the California Inland Empire Council of the Boys and
Girls Scouts of America, will be held in the city of San
Bernardino. The parade is approximately two hours in length and is
composed of several community youth groups. The theme of this
year's parade is "Give Peace a Chance" and it will offer the young
people of the community a share in the vision given to our country
by Dr. King.
The Mayor and Common Council is being asked to lend financial
support by waiving the City fees for personnel and equipment costs
connected with the event. This includes police sworn and non-sworn
personnel to process the parade application, plan the parade route
and provide safe conduct of the parade ($594 . 65) ; and public
services department street/refuse personnel to provide street
sweeping and trash collection ($423 . 27) . Total cost to the City is
estimated to be $1, 017.92 .
Similar costs were waived last year by the Mayor and Council.

Dear Ms. Clark:
The California Inland Empire Council of the Boy Scouts of America and the Girl Scouts
of America are sponsoring the Third Annual Dr. Martin Luther King Jr. Parade and
Program on Saturday, January 18, 1997 in San Bernardino. Our theme for this year is
"Give Peace a Chance".
We are requesting that the City Council waive all associated costs and fees. Please place
our organization on the appropriate agenda Thanks!
The parade will begin at the downtown YWCA and end at the Martin Luther King Statue
at San Bernardino City Hall, where the program will be held. This activity will highlight
the contributions of Dr. King and help all of us share in his dream.
We look forward to having a meaningful event. If you have any questions please call me

On January 18, 1997 , the Boy Scouts of America will be having a
parade to honor Martin Luther King Jr. The event will start at
8 : 00 a.m. , and will continue until approximately 10 : 00 a.m. The
assembly area will be at the YWCA located at 6th Street and Sierra
Way. Please see attached map for parade route.
The Traffic Office is processing the event application and will be
forwarding the package to Risk Management when it is complete.
