Synopsis of Previous Council Action:
3/07/16: Mayor and Common Council approves the substantial amendment to the FY
2015-16 Annual Action Plan that allocates $650,000 in unspent CDBG funds to the
Norman Feldheym Roof Replacement Project.
Background:
This Project consists of replacing the roof and the existing skylight at the Norman
Feldheym Central Library in the City of San Bernardino.
The request for bid documents for this project were completed and the project was
advertised for public bidding on June 13th, 2016. The project was advertised locally in
the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board,
High Desert Plan Room, San Diego Daily Transcript, Sub-Hub Online Plan Room, Reed
Construction Data, Bid America Online, Construction Bid Source, Bid Ocean, the City's
web sites, and with the San Bernardino Area Chamber of Commerce.
Sealed bids were received and opened on July 19th, 2016 and the results are tabulated
below:

Based on review of the sealed competitive bids received, staff has determined San
Marino Roof Co. Inc., of Orange, CA. to be the lowest responsive and responsible
bidder. Staff recommends an award to San Marino Roof Co. Inc., in the amount of
$615,434.00. A current Business Registration certificate will be required before the start
of the project.
The total estimated project costs are as follows:

SCOPE of WORK
The roof and sky light to be replaced is for Norman F. Feldheym Central Library. The planned wo
will not be on major streets in the City of San Bernardino and traffic control will not be require
Inspection will be made by the Building and Safety Division. This inspection and the Bid Schedu
will be the basis of payment to the contractor for the project.
The work to be done is at Main ( 2"d floor roof) Roof Area with Penthouses and Lower (0 flo+
areas) Roof Areas. o
The work mainly consists of the removing and disposing of existing gravel surfaced asphalt built-t
roof system. Adhered Thermoplastic-PVC Membrane Roof System: 72-rail G410 Feltbac
Membrane installed over ' DensDeck Prime cover board and properly prepared Structur, ly
Concrete or Lightweight Insulating Concrete Roof deck substrate. Remove existing sky light an
install new skylight; Install Bilco Type "S" Roof Hatch (36 11x30" Paint Bond Steel); Install ne,
"Sarnadrain w/ U-Flow" Retrofit Drain (4"), Install new Sarnatred-V Walk Tread (Light Gray M
Repair/Replace damaged Lightweight Insulating Concrete 6.5"Thick.
The removal and replacement of roof and sky light shall be included as required by CIT
inspection. o

The Contractor shall be responsible for the complete roof replacement. In some case the work sha �?
consist of the replacement and connection of the sky light, vents, in accordance with Roc
Manufacture standards, inspection and approval of the work by the CITY. Bid Items on the Contrax
Bid Schedule are the CITY's estimated items and quantities, and actual items and quantities ma
defer in the work of the project. Quantities of work shall be paid per item basis lump sum bid pric
on the Contractor's submitted contract Bid Schedule and Section 6, of these Special Provisions.

If the Bid submitted by the Contractor fails to meet at least 50% of the amount of wort

Items", the Contractor shall be notified that he or she is in violation of the Contract. The dolls
amount of the portion found to be subcontracted by the Contractor, resulting in less than 50% of th+ o

Contractor. The deduction shall not exceed 50% of the contracted amount required to be performe+
