Funding for this project are from a grant. The grant is $250,000. The city will provide
matching funds of $27, 780 for a total amount of $277,780. The $250,000 will be
appropriated to account 001-400-0026-5502 and matching funds will come from
Account 001-400-0026-5111.

Background:
The City of San Bernardino, Public Works Department, Traffic Engineering Section
applied for State of California grant funds through the Systemic Safety Analysis Report
Program (SSARP) administered by Caltrans and was awarded a grant of $250,000. The
estimated total project cost is $277,780 which includes local matching funds in the
amount of$27,780.
The City of San Bernardino is 62.42 square miles with approximately 681 centerline
miles of roadway. The purpose of the SSARP is to evaluate traffic signals, signage, and
street lighting within the City. However, due to the amount of the grant the focus will be
traffic signals City-wide and traffic signage near public schools. Traffic signals are being
evaluated in an effort to establish proper inventory levels of signal hardware,
communications facilities, controller cabinet components and traffic signal support
systems.
Additionally, it is important that the signs along roadway segments and intersections
within a public school zone be analyzed to determine if the City is in compliance with the
Manual on Uniform Traffic Control Devices (MUTCD). Some of these concerns include

retro-reflectivity levels are adequate, signage visibility is not obstructed, existing sign
locations are justified, and identify worn and damaged signs for replacement or if new
signage locations are necessary.
The completed analysis of existing traffic signals, signage, and street lighting will result
in a comprehensive SSARP that outlines including location, type and condition of the
City's traffic related infrastructure. It will also include current collision data, crash
analysis, and identification of high risk corridors and intersections, and other safety
analysis. The SSARP will highlight preliminary safety project scopes that may include
traffic signal, street lighting, and signage upgrades as countermeasures for deficient
areas. The SSARP recommended upgrades will be included in the City's future Capital
Improvement Program. All collected information will also be used in a working City
inventory system which will include but not be limited to a GIS database, field inventory
template, and retro-reflectivity assessment. This inventory system will afford staff the
ability to maintain appropriate inventory levels and will provide the foundation necessary
to make future recommendations for upgrades and/or purchases.
Staff is recommending that the Common Council accept the grant funds and authorize
and direct the City Manager to appropriate funds in the amount of$277,780 ($250,000
of which is reimbursable by Caltrans) to be used in the initial implementation of the
State funded System Safety Analysis Report Program.
