The Department has five (5) full-time Development Services Technicians positions
budgeted. Four of the five positions are currently filled with full-time, permanent City of
San Bernardino employees. They are key positions within the Department as the
Development Services Technicians assist walk-in customers at the public counter. The E
Technicians assist customers with inquiries regarding Planning, Building&Safety, and
Land Development. Typical duties include researching building and land use permits, Q
issuing building and land use permits, zoning verification,taking in development
applications and the like. In between customers,the Technicians respond to inquiries
received via email and phone and perform more detailed research.
Due to the high volume of customers and long wait times,the Building Official,the
Assistant and Associate Planners, and the Land Development Engineers are frequently
called out to the counter to provide back-up assistance to the Technicians. As a result,

called out to the counter to provide back-up assistance to the Technicians. As a result,
there are delays in the processing of development applications as staff is pulled off their
projects in order to assist the public at the front counter.
It is critical that these positions be filled, as the public counter is currently under staffed.
Community Development has contracted for services with an outside agency to cover the
vacant positions in order to have staff available to assist the public. N

Keeping these positions vacant will decrease the Department's ability to assist the public ,
in a reasonable amount of time at the counter/over the phone/via email; or assist a.
applicants with development applications. Delays would result in more complaints about
poor customer service and could result in a reduction in development in the City, and
thus, a loss in revenue.

On July 6, 2016, Stephanie Sanchez, who formerly held the position of Executive
I Assistant was promoted to the Executive Assistant to the Director, leaving the subject
position vacant. This is a budgeted position.

The Executive Assistant is a critical position that provides direct clerical support to the
Administrative Division, Planning Division and the Code Enforcement Division. They act
as the Recording Secretary for the Planning Commission and
Development/Environmental Review Committee. Along with coordinating schedules
and managing calendars for the Planning Division, they will be proving backup support
for the receptionist's desk and processing revenue for the Administrative Division.
The impact of this position being kept vacant will result in the current Executive
Assistant to the Director essentially functioning as the Community Development o
Department's back-up receptionist, Recording Secretary for the Planning Commission o
and Development/Environmental Review Committee, coordinator of matters for the �-
Planning Division and managing multiple calendars. It will not be physically possible for
this one person to successfully manager all of these tasks due to the size of the y
workload.

Rachel Keyworth has extensive background in Therapeutic Recreation—specifically Q
working with the developmentally disabled population which is the population that the
CID mainly serves, along with extensive backgrounds in budgeting and fundraising
which is also a huge part of the CID and the Friends of the CID daily programming. She
also has extensive experience in developing and holding relationships with community
partners which is an important part of the CID when it comes to recruiting new clients,
and working cohesively for the benefit of the clients. Her education level is higher than
the minimum qualifications required, holding a Master's degree in Therapeutic
I Recreation, which is of great benefit when it comes to the programming of the CID and
its programs, which will be the center she will be overseeing.

position of Community Service Officer I on February 3, 2015. Ms. Mijares
resigned from that position in good standing on March 19, 2016 and now seeks a
reinstatement to the Community Service Officer l position. Ms. Mijares performed
the duties of a Community Service Officer I satisfactorily and is recommended for
reinstatement under Civil Service Rule 515.
