Invocation/Pledge of Allegiance
The invocation was given by Father Lorenzo Lebrija of St. John's Episcopal Church. The
Pledge of Allegiance was led by Valerie De La Paz, who will be a 2nd grade student at Bradley
Elementary School this fall.

Closed Session Public Comment:
Joe Hudson, General Manager, Inland Empire 66ers Baseball Team, stated that today in closed
session the Mayor and Common Council would be discussing the future of the Inland Empire
66ers and the potential for a new stadium lease as the current one would expire in less than three
months. He stated that in order to maintain a minor league team for the community, they must
have a valid lease moving forward. Mr. Hudson said he hoped the discussion would lead to a
full proposed lease for public posting and their consideration.

An Ordinance of the Mayor and Common Council of the City of San Bernardino Adding
Section 12.24.030 to the San Bernardino Municipal Code Requiring Payment of
Prevailing Wages on Public Works Projects. (FIRST READING)
Agenda Item Nos. 713, 7C and 7D were discussed simultaneously.
Steven Graham, Deputy City Attorney, stated that the Mayor and Common Council
adopted a resolution in 1990 requiring payment of prevailing wage on Public Works
projects; however, last year the Department of Industrial Relations required that an
ordinance be adopted. He stated that this would not change the way the City did c
business, but it would add the City to a list of charter cities that were in compliance.
Deputy City Attorney Graham stated that if the ordinance was not adopted, the City
would be ineligible for State funding on any Public Works project.

Scott Olson, San Bernardino, said anything not explicitly in the proposed Charter will be
decided,by default,by General Law, which he believes was the point all along.
Brenda Faulkner, San Bernardino, said she was interested in leasing property from the
city for a few events annually and had not had any luck getting help from council
members.
Deanna Adams, San Bernardino, said the current Charter did not cause bankruptcy,but
gross mismanagement in years past. She spoke against spending public money on
educating the public about the Charter and asked how the education would be done.
Sandra Ibarra, San Bernardino, said she reported several illegal fireworks complaints 0
via the GoRequest App and was referred to dispatch, after dispatch had referred her to N
GoRequest because they were busy. She also suggested all ward elections be done at the
same time. And she spoke about the school district's policy 5144.3 —student citations.

Scott Olson, San Bernardino spoke about his disappointment with the polling survey, his
opposition of the new City Charter and the baseball stadium. Q
Shirley Harlan, San Bernardino, stated that she was there as a member of the League of
Women Voters and was trying to educate the public on the new City Charter. She said
that the League of Women Voters felt it was necessary to help people understand what
the City Charter meant in their everyday lives. She distributed copies of a Charter
crossword puzzle and word search.
Robert Porter, San Bernardino, spoke about Council Members needing to show each
other respect on the dais.

spoke about Section 8 housing and abandoned homes in the City. She announced that she
would have a community clean-up along Baseline and "F" Streets on Saturday, July 23,
2016.
