Synopsis of Previous Council Action:

Background:
The Department of Justice, Community Oriented Policing Services (COPS) has a grant
opportunity to fund new hires and/or rehire police officers. The COPS grant is intended
to allow law enforcement agencies the ability to increase their community oriented
policing capacity and crime prevention efforts. The 2016 COPS Hiring Program grant
will cover up to 75% of a full time police officer's salary and benefits up to a maximum of
$125,000 per officer during the 36 month grant period. There is a minimum 25% cash
match and maximum award amount of$3,125,000. The grant period is 10/1/16 through
9/30/19.
The 2016 COPS Hiring Program grant allows a 5% increase to the number of police
officers currently budgeted, up to a maximum of 25 officers. The San Bernardino Police
Department is eligible to apply for 11 new police officer positions.

The police department submitted a grant application for the COPS Hiring Program grant
on 6/1/16, copy attached hereto as Exhibit "A." Funding was requested for 11 new
police officers. If approved, the maximum award amount the City is eligible for is
$1,375,000. The projected cost of 11 police officers for 36 months is $4,350,161; total
cost to the City would be $2,975,161; well beyond the 25% cash match requirement.
This grant has a statutory non-supplanting requirement mandating that officers hired
under the grant must fill positions not currently funded in the City's adopted budget. If
awarded, the Police Department personnel budget would have to be amended
increasing the number of authorized police officers from 151 to 162 with a
corresponding amendment to the FY16/17 General Fund budget of approximately
$1,013,893. The potential grant reimbursement could be as much as $760,395 in the
current fiscal year. Grant funding in subsequent fiscal years would be less.
The Police Department is requesting approval to accept and administer the grant, if
awarded, and that the Director of Finance is approved to amend the FY16/17 General
Fund budget as deemed appropriate for the grant.

lead to academic failure and greater recidivism rates for these students.If awarded,the grantee will agree that any officers deployed while implementing
School-based Policing under the COPS Hiring Program grant may not be involved in the administrative discipline of the students. to
There must be an increase in the level of community policing activities performed in and around primary or secondary schools in the agency's jurisdiction as a
result of the grant.The time commitment of the funded officers must be above and beyond the amount of time that the agency devoted to the schools before
receiving the grant.Grantees using CHP funding to hire or deploy school resource officers into schools agree that a signed memorandum of understanding IX
(MOU)between the law enforcement agency and the school partner(s)must be submitted to the COPS Office before obligating or drawing down funds under 0
is award.An MOU is not required at time of application;however,if the law enforcement agency already has an MOU in place that is applicable to the

In FY 2012/13 the City of San Bernardino filed for bankruptcy causing a reduction in force throughout the
city. The police department was reduced from 334 down to 248 sworn personnel. The department experienced
officers leave the department out of fear of financial instability and need for job security. This caused a
l realignment in the proactive community oriented policing deployment. The geographical area response was
Jdecreased and redeployed to cover existing vacant patrol beats. This left community interaction for quality
of life issues to 4 officers (down from 16) as the proactive capabilities diminished.
We will use CHRP funding to increase and further enhance our community policing model by filing vacancies in
the Patrol beat plan, increasing proactive crime identification and suppression efforts, enhancing existing
partnerships and creating new ones.The problem/focus area to be addressed with these grant funds will be the N
community interaction capability that has been diminished over the past several years. The data will be
driven using Crime View mapping and predictive analysis that identify crime patterns and trends in area O

In 2012, the City of San Bernardino declared a fiscal emergency and subsequent bankruptcy. Over the next rJ.K.b
couple of years the department was forced to reduce the sworn staffing level by over 30% leaving the city
with 0.9 sworn officers per 1000 citizens. The staffing level went from 360 down to 248 mainly through
retirements and experienced sworn officers leaving for other law enforcement agencies. The understanding of
why theses officers left was for stability and job security. The City has developed a plan of adjustment
that has not yet been fully approved by the Federal Judge.
We, as most agencies, are experiencing difficulty in hiring at a rate high enough to outpace retirements. We
are not without a large number of applicants, the issues remain are those that qualify and meet the minimum
standards required to become a law enforcement officer in the State of California. This award will provide
much needed funding to further the ability of the police department to recruit and hire qualified police
officers beyond the set table of organization within the operational budget. These officers will allow the
department to fill vacant patrol beat positions and enhance our ability to meet the needs of the community.
