STAFF REPORT
SUBJECT:
Authorization to purchase commercial roll-off refuse bins.
BACKGROUND:
The Refuse Division provides both residential and commercial refuse services within the City. The Commercial
section provides front - loading bin service and roll-off bin services. Roll-off bins are sized from 10 -cubic yards to
40 -cubic yards and are serviced using a roll-off refuse truck.
As part of the Division's on -going bin replacement program, the Division is requesting authorization to purchase
seven (7) 40 -cubic yard and eight (8) 10 -cubic yard commercial roll-off refuse bins.
In March 1998, the Mayor and Common Council approved Resolution 98 -74, awarding a purchase order to
Consolidated Fabricators for the purchase and delivery of commercial roll-off refuse bins in accordance with Bid
Specification F- 98 -23. The awarded vendor, Consolidated Fabricators, has performed to the Division's
satisfaction.
Since the bid award from F -98 -23 is less than twelve (12) months old and more than one responsive bid was
received during the bid process, it is recommended that the City not re -bid the bins at this time but rather
increase the order to Consolidated Fabricators. This recommended action is allowable under section 3.04.010,B2
of the City's Municipal Code.
FINANCIAL IMPACT:
Funds for this purchase were included in the FY98 -99 Budget in Account 527 - 413 -5704, Miscellaneous
Equipment.
RECOMMENDATION:
That the Common Council adopts the resolution authorizing the Purchasing Manager to issue a purchase order
for roll-off refuse bins to Consolidated Fabricators in the amount of $45,983.47.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
PURCHASING MANAGER TO ISSUE A PURCHASE ORDER TO CONSOLIDATED
FABRICATORS FOR THE PURCHASE AND DELIVERY OF COMMERCIAL ROLL -
OFF REFUSE BINS TO BE UTILIZED BY THE PUBLIC SERVICES DEPARTMENT
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the City of San Bernardino previously awarded a purchase order to
Consolidated Fabricators as the lowest and best responsible bidder for the purchase of commercial
roll-off refuse bins in accordance with Bid Specification F -98 -23 and that said award occurred
within the time set forth in the City Purchasing Code in which the City may repurchase under the
award without re- bidding; and,
SECTION 2. That the Purchasing Manager is hereby authorized and directed to issue a
purchase order in the amount of $45,983.47 for said commercial roll-off refuse bins to
Consolidated Fabricators; such award shall be effective upon the issuance of a Purchase Order by
the Purchasing Manager.
SECTION 3. The authorization to execute the above referenced is rescinded if it is not
issued within sixty (60) days of the passage of this resolution.
