CHDO Contract - Mobilehome Program
The City of San Bernardino receives funds annually under the HOME Investment Partnership
Program. It is a Federal requirement that fifteen percent (15 %) of HOME funds allocated to a
community must be used for housing owned, sponsored or developed by a Community Housing
Development Organization (CHDO). The City receives an average of $1,550,000 of HOME funds
annually. Of that amount, an average of $235,000 or 15% is required to be set aside for CHDO
activities.
In 1996, the Agency solicited proposals for qualified CHDO's. The Shelter for the Homeless,
Inc., dba American Lodging, was selected to work with staff on acquisition and rehabilitation of
the mobile home parks in furtherance of the conversion effort. In 1997, the agreement was
amended to increase the funding of the program and to provide for a revolving fund to be used to
acquire and rehabilitate mobile home coaches at the eight mobile home parks under the
conversion program. This program works towards the goal of filling the vacant spaces in the
parks. To date, 25 coaches have been purchased and 13 have been sold under this program.
Due to the fact that the existing agreement has expired and there is still a need for CHDO- related
activities at the parks, staff is preparing a Request for Proposals for a CHDO to proceed with the
program. It is staff s opinion that a number of local non - profit organizations may be eligible
CHDO's, and the RFP process will provide them with the opportunity to qualify. Upon
completion of the RFP process, recommendations for a CHDO will be presented to the
Commission. In the meantime, it is necessary to continue offering the CHDO homes for sale in
the parks. For this reason, staff recommends extending the existing term of the Agreement with
American Lodging until we have completed the RFP process and selected a CHDO.
